Objectives

The primary objective of this tender is to appoint a service provider to deliver comprehensive travel management services for the Cape Winelands District Municipality. This includes booking and managing travel, accommodation, transportation, and related services to support the municipality's official travel needs until 30 June 2029.

Scope

The scope encompasses three main deliverables:

1. Travel, Accommodation and Concomitant Services: Booking and management of flights, accommodation, vehicle rentals, long-distance bus services, transfer services, visa applications, parking, and travel insurance.
2. Chartered Bus Services: Transportation of groups exceeding ten persons within and outside the Western Cape Province, including planning, booking, and ensuring buses are in roadworthy condition.
3. Value-Added Services: Providing additional support such as destination information, emergency assistance, cost containment advice, training, reporting, and account management at no extra charge.

Technical Requirements

• Provision of booking, amending, and cancelling travel arrangements in accordance with municipality policies.
• Use of negotiated, discounted, or lowest available fares and rates.
• Delivery of electronic tickets, vouchers, and travel documents promptly before departure.
• Ensuring buses are in excellent condition, properly insured, and compliant with legal requirements, including valid roadworthy certificates, driver permits, licenses, and operating licenses.
• Provision of travel insurance covering medical expenses, journey disruptions, personal liability, luggage loss, hijack, natural disasters, and insolvency.
• Adherence to safety, hygiene, and accessibility standards, including provisions for disabled passengers where applicable.
• Implementation of cost containment measures and compliance with municipal policies and regulations.

Skills and Experience Requirements

• Proven experience in travel management services within the last five years, with relevant references and project details.
• Capability to manage bookings for flights, accommodation, vehicle rentals, bus services, and visas efficiently and securely.
• Knowledge of municipal policies, regulations, and cost containment measures related to travel and procurement.
• Ability to provide value-added services, including emergency support, destination information, and reporting.
• Demonstrated capacity to handle large group transportation, ensure vehicle compliance, and manage driver conduct and safety protocols.
• Competence in maintaining confidentiality, managing accounts, and providing dedicated account management.
• Compliance with legal, safety, and quality standards, including valid licenses, permits, and insurances for buses and drivers.
• Experience in cost-effective procurement and negotiation with service providers to ensure market-related pricing.
