Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver comprehensive insurance broker services to the National Health Laboratory Service (NHLS) for a period of five (5) years. The aim is to secure cost-effective, fit-for-purpose insurance coverage that addresses the institution's specific risk profile and statutory requirements, including areas such as cyber risk, property, liability, motor fleet, and other relevant categories.

Scope

The scope of work encompasses:

• Provision of insurance brokerage services across various portfolios, including but not limited to assets, professional indemnity, general liability, motor fleet, directors and officers, and specialized coverages like cyber liability.
• Conducting full risk and needs assessments of NHLS assets and operations.
• Developing tailored insurance schedules and product offerings aligned with NHLS’s risk profile.
• Providing ongoing risk advisory, claims management, and reporting services.
• Assisting with claims administration, data analytics, and trend reporting.
• Supporting policy reviews, negotiations, and renewal processes.
• Ensuring compliance with statutory and institutional requirements, including cross-border cover where applicable.
• Delivering training and workshops on insurance risk management.

Technical Requirements

The technical specifications include:

• Proof of valid licensing and membership to transact as a financial services provider under the FAIS Act.
• Provision of at least three reference letters from public entities within the last five years, demonstrating experience in insurance brokerage services.
• Authorization from underwriters to sell their products, evidenced by official letters or licenses issued within the last six months.
• Valid FSB license covering the scope of insurance products offered.
• Demonstrated compliance with industry standards, including ISO, and adherence to the Minimum Information Security Standard (MISS).
• Provision of a comprehensive execution plan detailing approach, methodology, and timelines.
• Electronic claim processing and reporting systems, with demonstrated capability for data analytics and trend reporting.
• Clear articulation of territorial limits and cross-border insurance cover where assets are taken overseas.
• Provision of a Letter of Good Standing from the Department of Labour (COIDA).

Skills Requirements

The bidder must demonstrate:

• Extensive experience in insurance brokerage, particularly within the public sector or similar large-scale organizations.
• Qualified personnel with tertiary education in risk management, finance, or related fields, including CVs of key staff showing relevant qualifications and brokerage experience (minimum 5 years preferred).
• Ability to develop tailored insurance solutions and conduct comprehensive risk assessments.
• Proficiency in claims management, data analysis, and reporting tools.
• Strong understanding of statutory and regulatory compliance, including B-BBEE requirements and procurement policies.
• Proven track record in managing large asset portfolios and specialized insurance coverages.
• Capacity to provide training, workshops, and ongoing advisory services to NHLS staff.
