Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver comprehensive insurance broker services to the National Health Laboratory Service (NHLS) for a period of five (5) years. The selected provider will support NHLS in securing cost-effective, fit-for-purpose insurance coverage, including risk assessments, claims management, and advisory services, ensuring the protection of NHLS assets and operations.

Scope

The scope of work encompasses:

• Provision of insurance brokerage services across various portfolios, including but not limited to property, equipment, liability, motor fleet, professional indemnity, and specialized risks such as cyber liability.
• Conducting full risk and needs assessments of NHLS assets and operations.
• Developing tailored insurance solutions and negotiating premiums.
• Managing claims processing, data analytics, and reporting systems.
• Providing quarterly and annual risk advisory reports.
• Handling claims administration, including logging, tracking, and recovery services.
• Offering training and workshops on insurance risk management.
• Ensuring compliance with statutory and regulatory requirements.
• Supporting cross-border insurance cover where applicable.

Technical Requirements

The technical requirements include:

• Proof of valid registration and licensing as a financial services provider (FSP) under the FAIS Act.
• Provision of at least three reference letters from public entities within the last five years, demonstrating experience in insurance brokerage services.
• Authorization to sell and trade in the insurance products offered, evidenced by valid FSB licenses and underwriter authorization letters.
• Submission of a comprehensive execution plan (Project Execution Plan) detailing approach, timelines, and resource allocation.
• Demonstration of knowledge and capability to manage portfolios similar in size and complexity to NHLS.
• Provision of electronic claims processing and reporting systems.
• Full compliance with mandatory insurance and risk management standards, including providing a Letter of Good Standing from the Department of Labour (COIDA).
• Adherence to confidentiality and data security standards as per NHLS requirements.

Skills Requirements

The successful bidder must demonstrate:

• Expertise in insurance brokerage, risk assessment, and claims management, with a minimum of 5-10 years’ experience in the industry.
• Qualified personnel with tertiary education in Risk Management, Finance, or related fields, including CVs of key staff.
• Proven ability to develop tailored insurance solutions and negotiate premiums effectively.
• Capability to provide comprehensive reports, data analytics, and claims recovery services.
• Experience in managing portfolios of similar scope and complexity, including health and public sector assets.
• Strong project management skills, including the ability to develop and implement a detailed Project Execution Plan.
• Excellent communication skills for training, workshops, and stakeholder engagement.
• Adherence to confidentiality and ethical standards in handling sensitive information.
