Objectives

The primary objective of this tender is to appoint a minimum of three (3) and a maximum of six (6) professional service providers across various disciplines to provide professional services and studies related to the extension of cemeteries and township establishments within the Dihlabeng Municipal area. The appointed providers will assist the municipality over a period of three (3) years in projects such as cemetery development, township planning, environmental assessments, and related engineering and surveying services.

Scope

The scope includes:

• Provision of professional services in disciplines such as Civil Engineering, Electrical Engineering, Traffic Engineering, Land Surveying, Geology, Environmental Studies, and Township Planning.
• Development and extension of cemeteries, including responding to comments from relevant departments and preparing subdivision diagrams.
• Preparation of Environmental Impact Assessments (EIA) and subdivision sketches for township establishments.
• Providing reports on water demands, stormwater management, sanitation, electrical services, geotechnical assessments, and traffic impact assessments.
• Supporting township establishment processes, including preparation of relevant reports and compliance documentation.

The projects are geographically distributed across various locations such as Bethlehem, Fouriesburg, Mashaeng, Clarens, and Rosendal, with estimated project durations ranging from 2 to 6 months per project.

Technical Requirements

The technical requirements include:

• Submission of a project program and projections for implementation.
• Completion of all tender documentation in black ink, with corrections countersigned.
• Provision of project-specific reports, subdivision diagrams, and environmental assessments.
• Adherence to relevant standards such as SANS 10845-3, GCC, COLTO, and CIDB guidelines.
• Provision of professional registration certificates and proof of experience for key personnel.
• Submission of project schedules, fee proposals, and detailed technical approaches.
• Compliance with the specified insurances, including Professional Indemnity cover of R5,000,000.00.
• Obtaining necessary approvals such as wayleave and other permits.

Skills and Skills Requirements

The tender specifies that bidders must demonstrate the following skills and qualifications:

• Professional Registration:
  • Traffic Engineer or Technologist: ECSA registered (Pr Eng/Pr Tech Eng).
  • Civil Engineer or Technologist: ECSA registered.
  • Electrical Engineer: ECSA registered.
  • Geologist: SACNASP registered.
  • Land Surveyor: SAGC registered.
  • Environmentalist: EAPASA registered.
• Experience:
  • Minimum 3-5 years post-registration experience for key personnel.
  • Proven track record in relevant projects such as environmental assessments, township planning, and civil engineering works.
• Technical Competence:
  • Traceable records of involvement in similar projects within the last ten years.
  • Ability to prepare detailed reports, subdivision sketches, and environmental impact assessments.
• Project Management Skills:
  • Ability to develop project programs, schedules, and cost projections.
  • Effective communication and coordination with municipal departments and stakeholders.
• Administrative Skills:
  • Complete and accurate tender documentation, including fee schedules and project timelines.
  • Ability to provide proof of professional registration, experience, and good standing with relevant bodies.
