Objectives

The primary objective of this tender is to procure loggers across the country to facilitate loading and offloading sleepers at various locations on an “as and when required” basis over a period of three years. The initiative aims to enhance efficiency in sleeper handling operations, support mechanized sleeper installation, and improve current processes through strategic partnerships with suppliers.

Scope

The scope encompasses the provision of sleeper handling machines and equipment at multiple depots and sites nationwide, including:

• Supplying a fleet of at least four sleeper handling machines per region, with certified operators.
• Handling a capacity of up to 10,000 sleepers per shift during shutdowns spanning 12 hours.
• Offloading, stacking, sorting, and classifying sleepers, including second-hand sleepers for reuse.
• Utilizing various depots across regions such as Bellville, Bloemfontein, East London, Kimberley, Upington, Saldanha, Ermelo, Vryheid, Richards Bay, Koedoespoort, Empangeni, Nelspruit, Witbank, Polokwane, Durban, Heidelberg, Ladysmith, Isando, Krugersdorp, Vereeniging.
• Providing all necessary plant, equipment, and support services, including transportation, accommodation, security, and safety measures.

Technical Requirements

The technical specifications include:

• Supply of sleeper handling machines capable of handling a minimum of four sleepers simultaneously, with a reach of approximately 2830mm from the front wheel axle.
• Stacking concrete sleepers to a height of 9 sleepers with appropriate dunnage, up to a maximum height of 2772mm.
• Certification of lifting gear in compliance with Transnet Code of Practice No.29.
• Use of certified, TETA and SAQA-accredited operators trained in safety and operational standards.
• Provision of site support including plant, tools, and auxiliary equipment such as graders, TLBs, loaders, rollers, water carts, cranes, and generators.
• Adherence to safety, environmental, QA/QC, and operational standards, including risk assessments and safety protocols.
• Availability of equipment and personnel for ad-hoc operations within RSA, including night shifts with appropriate lighting and safety measures.

Skills Requirements

The skills and qualifications required include:

• Certified operators trained and accredited by TETA/SAQA, capable of operating sleeper handling machinery safely and efficiently.
• Personnel skilled in safety protocols, environmental management, and operational reporting.
• Technical expertise in plant maintenance, safety compliance, and environmental standards.
• Ability to provide logistical support, including transportation, accommodation, and site security.
• Experience in handling large-scale sleeper operations, including offloading, stacking, sorting, and classification.
• Capability to produce regular reports on activities, safety, and operational incidents.
