Objectives

The primary objective of this tender is to invite Non-Governmental Organizations (NGOs) to apply for funding for the period 2026/27 to 2028/29, supporting health-related initiatives as outlined by the Northern Cape Department of Health. The funding aims to promote community health development, capacity building, and service delivery enhancement within the province.

Scope

The scope encompasses the submission of applications by NGOs for financial support to implement health projects aligned with departmental priorities. It includes compliance with legislative and policy requirements, participation in a compulsory virtual briefing, and adherence to technical and contractual specifications. The funding is targeted at NGOs registered and operating within the Northern Cape, with services rendered from offices located in the province's districts.

Technical Requirements

• Complete application forms as provided in the tender documentation, using black ink and certified copies of documents.
• Provide evidence of experience through reference and award letters from previous work.
• Attend the mandatory virtual briefing session scheduled for 28 April 2026 at 10:00 am.
• Submit all required supporting documents, including CSD registration report, tax compliance PIN, NGO/CIPC registration certificates, and any joint venture agreements if applicable.
• Ensure applications are sealed, clearly marked with the bid number, and submitted before the deadline (13 May 2026 at 11:00 am).
• Comply with legislative and departmental policies, including the Public Finance Management Act, Preferential Procurement Policy Framework Act, and the Department’s specific conditions.
• Adhere to the minimum wages and pricing conditions specified in the tender.

Skills Requirements

• Demonstrable experience in health-related NGO projects, supported by reference and award letters.
• Capacity to develop and implement community health programs aligned with departmental priorities.
