Objectives

The primary objective of this tender is to establish a Panel of three (03) advertising agencies to provide advertising services for a period of two (02) years. The services aim to support the King Sabata Dalindyebo Municipality in executing its advertising and communication needs effectively over the specified period.

Scope

The scope of the tender includes:

• Provision of advertising services through a panel of three agencies for two years.
• Assessment and unbundling of advertising projects for a twelve-month period.
• Procurement of four travel agencies for three years.
• Upgrade and maintenance of shearing shed equipment for a three-year period.
• Supply and delivery of shearing equipment for a three-year period by two service providers.
• Co-sourcing internal audit services for three years, including additional service providers as needed.
• Management of event management services for two years, involving thirteen service providers.

Technical Requirements

The technical requirements include:

• Compliance with CIDB grading criteria, including evaluation and assessment processes.
• Submission of all relevant documents, including company registration, CIDB grading, and compliance certificates.
• Signatures on all bid documents, including MBD forms for offers exceeding R10 million.
• Provision of municipal rates statements not older than three months, and proof of property ownership or lease agreements.
• Adherence to bid conditions such as sealing bids, marking with SCM number and project name, and submission in the designated tender box.
• Availability of electronic versions of tender documents for download from specified websites.
• Evaluation based on the PPPFA points system, considering price and preference points.

The skills and qualifications required from bidders include:

• Proven experience in advertising, marketing, or related fields.
• Demonstrated ability to deliver advertising campaigns and manage multiple service providers.
• Compliance with CIDB grading levels suitable for the scope of work.
• Capability to handle internal audits, event management, and procurement processes.
• Knowledge of municipal and government procurement policies and regulations.
• Ability to provide qualified personnel with relevant expertise, including project management, compliance, and technical skills.
• Capacity to meet deadlines, prepare comprehensive documentation, and communicate effectively with the municipality.
