Objectives

The primary objective of this tender is to appoint a qualified service provider to supply, deliver, and install bulk liquid nitrogen at Denel Dynamics’ DETEK facility located within the CSIR Pretoria campus. The service is required for a period of thirty-six (36) months on an "as and when required" basis, ensuring a reliable supply of high-purity liquid nitrogen to support Denel Dynamics’ operations, including their research, diagnostic, and manufacturing activities.

Scope

The scope of the project includes:

• Supply and delivery of bulk liquid nitrogen to the DETEK facility.
• Installation of a suitable cryogenic storage vessel on-site, owned and maintained by the supplier.
• Commissioning of the storage tank and associated piping, valves, and connections to ensure safe and efficient delivery.
• Provision of training on the safe operation of the nitrogen storage tank.
• Guarantee of installation, workmanship, and materials for 36 months.
• Compliance with all relevant safety, technical, and regulatory standards, including pressure vessel regulations and occupational health and safety laws.
• Provision of a safe, reliable delivery plan using a contracted fleet of cryogenic tanker trucks.
• Site inspection, risk assessment, and adherence to safety and disturbance minimization protocols during installation.

Technical Requirements

The technical specifications for the supply and installation include:

• Provision of a high-purity liquid nitrogen storage vessel with a capacity of approximately 6.4 m³ (6400L), compliant with industry safety and safety standards.
• Installation of all necessary pipes, valves, taps, and safety devices to facilitate safe delivery and storage.
• Delivery of liquid nitrogen at a pressure between 8 and 10 Bar.
• Installation of electrical connections for offloading operations, with power supplied by Denel Dynamics.
• Inspection and assessment of the foundation to support the vessel, with recommendations for replacement if necessary.
• Provision of safety equipment, signage, fencing, and access controls to prevent unauthorized access.
• Compliance with all relevant safety, pressure equipment, and cryogenic standards, including third-party certification (e.g., TUV Rheinland).
• Development and submission of a detailed project plan and schedule prior to commencement.

Skills and Skills Requirements

The successful bidder must demonstrate:

• Proven experience in the supply, installation, and maintenance of cryogenic liquid nitrogen storage systems, supported by at least three (3) contactable references with relevant projects.
• Qualified personnel, including SAQCC-certified gas technicians, to carry out installation and commissioning, with appropriate Certificates of Conformance (COC).
• Capability to provide a safe and reliable delivery network, including a contracted fleet of cryogenic tanker trucks, with supporting references and proof of operational fleet.
• Ability to develop and implement a comprehensive, safe delivery plan with documented procedures and contactable client references.
• Strong project management skills, including the ability to prepare detailed project schedules, risk assessments, and safety files.
• Adequate resources, including safety equipment, tools, and personnel, to execute the project within the specified timeframe and standards.
• Demonstrated compliance with occupational health and safety legislation, pressure vessel regulations, and industry standards for cryogenic systems.
