Objectives

The primary objective of this tender is to appoint a service provider capable of conducting a comprehensive, detailed line scanning survey along a 1,404 km double-track railway corridor from City Deep (Gauteng) to the Port of Durban (KZN). The survey aims to establish an accurate baseline of the current condition of the railway infrastructure, including above-ground assets (rails, sleepers, drainage, earthworks) and below-ground components (ballast, sub-ballast, formation). The collected data will support informed decision-making for maintenance, rehabilitation, and strategic infrastructure investments to address degradation, improve operational efficiency, and enhance asset reliability.

Scope

The scope encompasses:

• Mobilisation of survey equipment to Johannesburg (City Deep).
• Survey of the entire network from Gauteng to Durban and back, covering 1,404 km of double-line track.
• Demobilisation of equipment post-survey.
• Data capturing, processing, and analysis of survey results.
• Provision of desktop-based viewing software for data synchronization, analysis, and reporting.
• Delivery of tailored, actionable work-order recommendations based on survey findings.
• Training and ongoing technical support for designated Transnet officials.
• Compliance with safety, regulatory, and operational standards during deployment.

The survey will include collecting geo-referenced data on track geometry, alignment, profile, and infrastructure defects using integrated sensor technologies such as GPR, optical imaging, inertial measurement units, and GPS. The project duration is expected to be twelve (12) months from commencement.

Technical Requirements

The technical specifications include:

• A rugged, integrated survey system with cameras and sensors in a self-contained unit, capable of operating under operational railway conditions.
• The system must include its own power supply, environmental controls, onboard processing, and data storage with backup.
• Deployment options on rail wagons or dedicated road-rail vehicles, subject to regulatory approvals.
• Collection of continuous, geo-referenced data at operational speeds, minimizing disruption.
• Use of advanced sensor technologies: Ground Penetrating Radar (GPR), optical imaging, inertial navigation systems (INS), GPS, and contactless DMI.
• Provision of software for data analysis, visualization, and reporting, supporting role-based access and export functionalities.
• Generation of various reports including condition assessment, rail wear, earthworks, and asset geometry, in native formats (Excel/CSV, KMZ, PDF).
• Analysis of survey data to produce defect registers and risk-based work-order recommendations.
• Training of users and ongoing technical support for five (5) designated officials.

Skills Requirements

The successful bidder must demonstrate:

• Registration with a recognized professional body (e.g., ECSA for Civil Engineers).
• Proven experience in large-scale rail infrastructure asset condition assessments and non-destructive rail asset scanning projects.
• Expertise in operating specialised rail-mounted survey systems, data acquisition on live networks, and processing multi-sensor data.
• Experience in geotechnical and track bed analysis, including ballast and formation performance.
• Capability in data processing, analytics, and integration of multi-sensor datasets (GPR, LiDAR, imaging).
• Proficiency in GIS and infrastructure asset mapping, including linear referencing systems.
• Qualified and experienced project team members, including:
  • Project Lead Civil Engineer (minimum 8 years’ experience in rail track systems).
  • Rail Asset Scanning / NDT Specialist (minimum 5 years’ experience in non-destructive testing methodologies).
  • Geotechnical / Track Bed Specialist (minimum 5 years’ experience in ballast and earthworks).
  • Data Processing and Analytics Engineer (minimum 5 years’ experience in large infrastructure datasets).
  • GIS / Asset Information Specialist (minimum 5 years’ experience in GIS and asset mapping).
• Ability to develop and implement detailed methodologies, work plans, and project timelines.
• Capacity to provide training, technical support, and comprehensive reporting to stakeholders.
