Tender Summary

Objectives

The primary objective of this tender is to appoint a qualified and experienced service provider to design, implement, and manage a comprehensive Employee Wellness Programme (EWP) and Employee Assistance Programme (EAP) for NHFC. The goal is to foster a proactive, preventative, and responsive wellness framework that promotes holistic employee well-being—covering physical, psychological, emotional, social, financial, and occupational health—while aligning with NHFC’s strategic goals, organizational culture, and legislative requirements. The programme aims to embed wellness into organizational performance and resilience, moving beyond transactional models to a strategic, data-informed approach that enhances employee engagement and organizational sustainability.

Scope

The scope includes supporting NHFC’s efforts to promote a healthier, more productive workforce through:

  • Developing a diagnostic assessment to identify current wellness gaps, needs, and risks.
  • Creating a detailed 90-day implementation plan and a multi-year wellness strategy with clear pillars such as mental health, physical well-being, financial resilience, and organizational culture.
  • Designing a phased rollout with governance, stakeholder roles, and measurable outcomes.
  • Benchmarking against best practices locally and internationally to ensure relevance and innovation.
  • Establishing monitoring and evaluation frameworks with dashboards, KPIs, and feedback mechanisms.
  • Implementing communication and behaviour change strategies to increase awareness, reduce stigma, and drive engagement.
  • Recommending and deploying digital platforms and strategic partnerships to enhance accessibility and operational efficiency.
  • Providing tailored executive wellness programmes for senior leadership, including lifestyle analysis, psychosocial evaluation, and personalized health plans.
  • Extending wellness services to employees’ immediate families, ensuring comprehensive support.
  • Organizing annual Wellness Days and ongoing activations to promote health awareness and participation.
  • Developing targeted programmes such as mental health, financial wellness, burnout prevention, and health education initiatives.
  • Ensuring services are accessible via multiple channels (on-site, virtual, telephonic) and in all official South African languages.
  • Managing managerial referral processes, including case tracking, feedback, and guidance for early intervention.
  • Producing comprehensive reports on utilisation, issues, trends, and programme effectiveness, with insights and actionable recommendations.

Technical Requirements

  • Provision of a holistic, integrated wellness solution aligned with best practices and legislative standards.
  • Capability to support a workforce of approximately 196 employees, scalable to 220, across multiple regions and hybrid working arrangements.
  • Conduct diagnostic assessments including surveys, focus groups, and risk profiling.
  • Develop and implement a multi-year wellness strategy with clear pillars, KPIs, and delivery methodologies.
  • Design digital platforms and tools for accessible, confidential, and efficient service delivery.
  • Offer bespoke executive wellness programmes with personalized health plans and premium facilities.
  • Implement communication campaigns, awareness initiatives, and behaviour change strategies in multiple languages.
  • Coordinate Wellness Days and ongoing wellness activations across all regions.
  • Establish robust monitoring, evaluation, and reporting frameworks with dashboards and analytics.
  • Ensure compliance with all relevant legislation, including POPIA and Preferential Procurement Regulations.
  • Support managerial referral processes with case management, tracking, and feedback systems.
  • Maintain a national footprint with affiliates registered with relevant professional bodies (psychologists, social workers, nurses, etc.) in all provinces.

Skills and Experience Requirements

  • Proven experience in designing and managing Employee Wellness Programmes, including executive wellness initiatives.
  • At least four (4) contactable reference letters demonstrating successful delivery of wellness services, with at least one reference related to executive wellness.
  • Experience in implementing holistic, integrated wellness strategies aligned with best practices.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
