Objectives

The primary objective of this tender is to appoint a service provider to conduct advisory services for establishing a technical advisor company. The focus is on providing expertise in financial modelling, civil engineering, and railway engineering to support the capacity validation process on the Ore Export Corridor (OEC) undertaken by Transnet Group Business Development. The engagement aims to determine the current, recoverable, and sustainable capacity of the corridor, quantify necessary capital investments, and develop financially sound tariff and investment models to facilitate long-term capacity planning.

Scope

The scope includes:

• Supporting the Capacity Validation Process for the OEC, including infrastructure capability assessment, constraints analysis, and future capacity scenarios.
• Conducting engineering studies related to infrastructure deterioration, operational constraints, and potential enhancements.
• Developing financial and capital investment models, tariff frameworks, and scenario analysis to inform decision-making.
• Providing advisory support for infrastructure planning, optimization, and expansion options.
• Integrating technical and financial outcomes to support investment decisions and corridor economics analysis.
• Reviewing existing engineering studies and collaborating with Transnet and its stakeholders to understand constraints and operational insights.
• Supporting long-term planning and infrastructure decision-making processes.

Technical Requirements

The technical requirements encompass:

• Expertise in civil engineering, railway engineering, and financial modelling.
• Ability to perform comprehensive infrastructure capacity assessments, including deterioration analysis and operational constraints.
• Development of scenarios for capacity optimization, expansion, and investment planning.
• Integration of engineering studies with financial and tariff models.
• Provision of independent, reliable, and accurate technical and financial analysis.
