Objectives

The primary objective of this tender is to procure a robust, off-the-shelf Business Process Modelling (BPM) and Analysis Solution that supports business process mapping, analysis, reporting, and continuous improvement. The solution aims to facilitate the visualisation, understanding, and optimisation of business processes to eliminate inefficiencies, standardise operations, and support the DBSA’s digital transformation and strategic objectives such as inclusivity, simplification, and operational efficiency.

Additionally, the solution should enable integration with existing systems, support process mining, analytics, and AI-driven diagnostics, and provide ongoing support and training to ensure effective use and sustainability over a minimum of three years, with potential extension to five years.

Scope

The scope includes:

• Supply, implementation, and support of a pre-built BPM solution supporting modelling, analysis, reporting, and process monitoring.
• Full system deployment including installation, configuration, and integration with existing DBSA systems.
• Development of detailed architecture and deployment documentation.
• Provision of training to stakeholders and analysts.
• Ongoing support, maintenance, and updates over a minimum of three years, extendable to five.
• Support for process mining, task mining, and process monitoring functionalities.

Technical Requirements

The solution must:

• Support business process mapping using BPMN 2.0 or ISO/IEC 19510:2013 standards.
• Allow rapid creation, review, and editing of models by multiple users simultaneously.
• Provide process simulation, "what-if" scenario analysis, and performance evaluation capabilities.
• Enable integration with existing systems and data sources, including real-time data extraction and dashboards.
• Support process analytics, diagnostics, and AI-driven insights to identify bottlenecks and risks.
• Offer comprehensive reporting, version control, and metadata management.
• Support model review workflows, process levelling, and model integration across organisational levels.
• Be available 99% of the time, with high performance, scalability, and user-friendly interfaces.
• Ensure security compliance, including authentication, role-based access, audit logs, and data residency within South Africa where applicable.

Skills Requirements

The successful bidder must demonstrate:

• Extensive experience in implementing BPM solutions, with proven track records in similar organisational contexts.
• Certification from the OEM of the proposed BPM solution.
• Technical expertise in system integration, architecture design, and deployment.
• Capability to provide comprehensive training and knowledge transfer to DBSA staff and stakeholders.
• Ability to deliver ongoing support, maintenance, and future product evolution.
• Knowledge of process mining, analytics, AI, and governance frameworks relevant to BPM.
• Strong project management skills to adhere to timelines, quality standards, and contractual obligations.
