Objectives

The primary objective of this tender is to provide consultancy services for the definition of Synchronous Zones and the optimal placement of Phasor Measurement Units (PMUs) to enable inertia monitoring and tracking across the power grid. The consultancy aims to analyze network modal behavior, identify coherent zones, and develop strategies for PMU deployment to enhance grid stability and inertia support without physically procuring or installing equipment.

Scope

The scope of work includes:

• Analytical definition of Synchronous Zones based on modal analysis, phase angle, and frequency response studies.
• Identification of potential coherent groups and boundary delineation aligned with operational constraints.
• Planning and strategy development for PMU placement considering critical tie-lines, redundancy, and existing infrastructure.
• Development of placement configurations, coverage reliability, and recommended implementation timelines.
• Utilization of existing inertia prototype tools and analysis of inertia support systems such as grid-forming inverters and energy storage.
• Preparation of analytical reports, methodology documentation, and next-step recommendations.
• Excludes procurement, physical installation, or direct modifications of SCADA/WAMS systems.

Technical Requirements

The technical requirements encompass:

• Comprehensive network modal and coherency analysis.
• Development of PMU placement strategies ensuring optimal coverage and reliability.
• Use of existing inertia modeling tools and analysis of inertia support mechanisms.
• Regular management meetings (monthly and ad hoc) via Teams or physical sessions.
• Provision of detailed reports, methodology, and strategic planning documentation.
• Adherence to project constraints, health and safety standards, and quality management systems (ISO 9001).
• Preparation of documentation including drawings, reports, and meeting records.

Skills Requirements

The successful tenderer must demonstrate:

• Expertise in power system stability analysis, modal analysis, and coherency grouping.
• Experience in PMU placement planning and grid inertia assessment.
• Proficiency with inertia modeling tools and analysis of inertia support systems.
• Strong analytical, reporting, and strategic planning capabilities.
• Ability to conduct regular project meetings and produce detailed documentation.
• Knowledge of South African power system standards, health and safety regulations, and quality management standards (ISO 9001).
• Experience in working with large-scale power system projects and multidisciplinary teams.
