Objectives

The primary objective of this tender is to appoint a panel of qualified service providers to supply, install, and commission electrical distribution switchboards and motor control centres (MCCs) across various sites at Ekurhuleni Water Care Company (ERWAT). The framework aims to ensure reliable, high-quality electrical infrastructure maintenance and upgrades on an ‘as and when required’ basis over a period of 36 months, supporting ERWAT’s operational needs and compliance with relevant standards and legislation.

Scope

The scope encompasses the design, manufacturing, supply, installation, testing, commissioning, and maintenance of electrical distribution switchboards and MCCs at multiple ERWAT water treatment and wastewater treatment sites. It includes:

• Design and engineering of switchboards and MCCs in accordance with specified standards (SANS 61439, IEC, etc.)
• Manufacture and supply of equipment compliant with certification requirements (SABS, IEC)
• Installation, testing, and commissioning of electrical panels, control gear, VSDs, PLCs, HMIs, fibre optic networks, and associated equipment
• Provision of auxiliary systems such as lighting, fire detection, and emergency stop stations
• Environmental and safety management during construction, including site rehabilitation and pollution control
• Management of health and safety, environmental compliance, and quality assurance throughout the project lifecycle
• Maintenance and support services during the defects liability period

Technical Requirements

The technical specifications include, but are not limited to:

• Manufacture of modular, IP55-rated switchboards and MCCs with appropriate segregation, cable management, and accessibility features
• Use of certified components (SANS 61439, IEC standards, SABS certification)
• Design for natural cooling, adequate ventilation, and thermal management
• Provision of comprehensive control systems including PLCs, VSDs, HMIs, and SCADA integration with protocols like PROFINET and Modbus TCP
• Installation of fibre optic communication networks with splicing, patching, and testing
• Provision of safety features such as lockable doors, warning labels, and interlocks
• Compliance with environmental, health, and safety legislation (OHSA, Construction Regulations, SANS standards)
• Design for future expansion (minimum 30%) and reliable operation under specified environmental conditions
• Implementation of quality assurance, testing, and documentation procedures including as-built drawings and certificates of compliance

Skills Requirements

The successful bidders must demonstrate:

• Proven experience in designing, manufacturing, and installing electrical switchboards and MCCs in industrial or water treatment environments
• Relevant CIDB registration (minimum Grade 7EP) and compliance with South African standards
• Qualified personnel including electrical engineers (BTech/BEng, ECSA registered), technicians, electricians, and safety officers with valid certifications
• Capability to develop and implement quality management and safety plans in line with ISO 9001 and OHSAS 18001 standards
• Experience in managing environmental and safety compliance, including hazard assessments and risk management
• Ability to provide technical documentation, training, and after-sales support
• Demonstrated ability to work within project timelines, budgets, and quality standards, with proven track record in similar projects
