Objectives

The primary objective of this tender is to provide maintenance and repair services for HVAC systems and pipe spectroline systems on mobile plant equipment at the Richards Bay Terminal. The aim is to ensure the reliable operation of the fleet, maintain acceptable standards, and reduce equipment unavailability over a period of six months.

Scope

The scope encompasses:

• Provision of maintenance and repairs for HVAC systems and pipe spectroline systems on mobile plant equipment at Richards Bay Terminal.
• Engagement of a minimum of two crews, shared between maintenance and standby roles, for the duration of the six-month contract.
• Adherence to specified technical and safety standards during service delivery.
• Training and mentoring of Transnet employees in the use of HVAC tools and equipment.
• Provision of all necessary skills, resources, tools, and documentation required for the work.

Technical Requirements

The technical requirements include:

• Compliance with Transnet Port Terminals SHE specifications, including SHE documentation and safety permits.
• Provision of complete method statements for installations and repairs.
• Guarantees of a minimum 12-month warranty on all spares and workmanship.
• Response times for callouts should ideally not exceed 1 hour, with penalties for delays.
• Submission of daily, weekly, and monthly reports detailing work performed, defects, and status updates.
• Provision of as-built information and technical data upon request, with verification of accuracy.
• Adherence to applicable standards such as SANS 1630-4, SANS 20474-11, and SANS 54511 series for HVAC and related systems.
• Implementation of quality assurance measures, including a Quality Control Plan and work method statements.
• Compliance with health and safety regulations, including signing permits and submitting a safety file prior to work commencement.

Skills Requirements

The service provider must demonstrate:

• Qualified personnel with certifications approved by SARRACA, SAQCC, or the Department of Employment and Labour. Certificates for domestic, residential, or commercial HVAC work are not applicable.
• Experience in HVAC maintenance and repairs on mobile plant equipment, with references of at least 6 months duration.
• Ability to provide skilled crews capable of performing maintenance, repairs, and standby services.
• Capability to train and mentor Transnet employees in HVAC tools and procedures.
• Knowledge of environmental and site-specific conditions, including severe humidity, temperature ranges, and corrosive atmospheres.
