Objectives

The primary objective of this tender is to appoint an Environmental Assessment Practitioner (EAP) to conduct Basic Impact Assessments and facilitate the application of Water Use Licences or General Authorisations for three Johannesburg Water projects. The projects involve environmental authorisation, public participation, environmental management planning, and related specialist studies to ensure compliance with environmental regulations and facilitate project approvals.

Scope

The scope includes:

• Conducting Basic Impact Assessments (environmental authorisation) for each project.
• Managing public participation processes, including advertisements, meetings, and stakeholder engagement.
• Preparing and submitting Environmental Management Programmes (EMPs) and obtaining approval.
• Applying for Water Use Licences or General Authorisations, including specialist studies where required.
• Developing rehabilitation plans, geohydrological and geotechnical assessments, and handling related applications such as title deeds, appeals, and amendments.
• Providing project-specific environmental reports, specialist studies, and compliance documentation for three projects: Tjovitjo, Nanas Farm, and Lakeview.

Technical Requirements

The service provider must demonstrate:

• A degree in Natural Sciences (certified copies required).
• Registration as a Professional Natural Scientist with SACNASP (copy of certificate required).
• Registration as a Professional EAP with EAPASA (copy of certificate required).
• Experience in undertaking Water Use Licence or General Authorisation applications, with supporting letters indicating completed work, client details, scope, and satisfactory completion.
• Submission of project details and proof of completed projects with client references.

Skills Requirements

The bidder must possess:

• Expertise in environmental impact assessments, environmental management planning, and water licensing processes.
• Knowledge of South African environmental legislation, including the National Environmental Management Act and Water Act.
• Ability to prepare comprehensive environmental reports, manage public participation, and liaise with regulatory authorities.
• Proven experience in handling similar projects within the Gauteng region or South Africa.
• Capacity to undertake specialist studies such as geohydrological, geotechnical, and rehabilitation planning.
