Objectives

The primary objective of this tender is to construct tank stands, install rainwater goods, and water tanks at various schools within Nelson Mandela Bay Municipality, Eastern Cape Province, under the Water Tanks Programme. The project aims to improve water infrastructure at selected schools by providing durable water storage solutions and related facilities, while ensuring management and supervision of local SMMEs and adherence to health, safety, and environmental standards.

Scope

The scope of work includes:

• Installation of tank stands and tanks with associated rainwater goods.
• Management and supervision of local Small, Micro, and Medium Enterprises (SMMEs) involved in the construction activities.
• Provision of health and safety measures, environmental management, and compliance with relevant legislation.
• Coordination of site activities, safety protocols, and environmental considerations as per project specifications.
• Development and submission of construction implementation plans, safety plans, and compliance certificates.
• Engagement of local SMMEs and suppliers within the project wards, ensuring 25% subcontracting target.

Technical Requirements

The technical requirements encompass:

• Construction and installation of water tank stands and tanks as per approved drawings and specifications.
• Management of site safety, including health and safety plans, risk assessments, and compliance with Occupational Health and Safety Act and Construction Regulations.
• Provision of appropriate insurance, certificates of compliance, and adherence to statutory and environmental standards.
• Development of construction implementation plans, including employment of local labor and management of subcontractors.
• Preparation of site-specific health and safety files, certificates of compliance, and close-out documentation.
• Monitoring and reporting on progress, safety, and environmental management throughout the project duration.

Skills and Skills Requirements

The tenderer and key personnel must possess:

• Valid CIDB registration with a contractor grading designation of 4GB or higher, or equivalent accreditation.
• Relevant technical qualifications and a minimum of 5 years’ experience in building and civil works, including water infrastructure projects.
• Proven experience in managing construction projects, particularly in water tank installation and related civil works.
• Capability to manage and oversee local SMMEs, with skills in coordination, supervision, and quality control.
• Competence in health and safety management, including development and implementation of safety plans, risk assessments, and compliance documentation.
• Ability to develop and present construction implementation plans, including employment strategies for local labor and management of subcontractors.
• Knowledge of environmental management practices and statutory compliance requirements.
• Strong communication, reporting, and documentation skills, including the ability to prepare progress reports, safety files, and close-out documentation.

The successful tenderer must demonstrate technical expertise, relevant experience, and management capacity to deliver water infrastructure projects in compliance with statutory, safety, and environmental standards, while actively engaging and managing local SMMEs and ensuring community benefits.
