Objectives

The primary objectives of this tender are to appoint a qualified security service provider to deliver comprehensive security services across multiple municipal sites within Waterberg District Municipality. The successful bidder will ensure the protection of municipal assets, staff, visitors, and resources, maintain law and order, and provide specialized services such as access control, incident reporting, and VIP protection as required. The contract aims to establish a secure environment aligned with PSIRA standards and municipal needs over a period of 36 months, with potential for renewal based on performance.

Scope

The scope encompasses the provision of security personnel at various municipal premises, including:

• Waterberg District Municipality Head Office and surrounding areas
• Modimolle Disaster Centre (day and night shifts)
• Lephalale Disaster Centre (day and night shifts)
• Bela-Bela Fire Station (day and night shifts)
• Modimolle Abattoir (day and night shifts)
• Optional VIP bodyguard services for the municipality officials

Specific staffing requirements include armed and unarmed security officers, supervisors available 24/7, and bodyguards for VIP protection, with a total of 22 security officers across all sites. The scope also involves access control, incident recording, patrols, monitoring, and occasional VIP protection services.

Technical Requirements

• Security officers must be registered with PSIRA at Grade C level or higher, trained to PSIRA standards, and certified to carry firearms if armed.
• Officers must be neatly dressed in identifiable uniforms, equipped with necessary tools (batons, radios, incident books, bulletproof vests in high-risk areas).
• Security personnel must perform access control duties, monitor CCTV, record movements, and handle incident reports.
• Installation of security clocking stations at all sites for patrol and inspection purposes.
• Security officers must be capable of VIP protection, vehicle searches, and asset monitoring, including laptops and valuables.
• Security officers must be available to respond promptly to emergencies, with at least two supervisors on duty 24/7.
• All security services must comply with PSIRA regulations, legal requirements, and the municipality’s supply chain policies.

Skills and Skills Requirements

• Key project team members must possess relevant security qualifications accredited by PSIRA.
• Team members should have extensive experience in security services, with detailed CVs including qualifications, years of experience, project references, and contactable references.
• Minimum of two CVs of key personnel, demonstrating expertise in security management, VIP protection, and operational duties.
• Security officers must be physically fit, licensed to carry firearms (if armed), and trained in emergency response, incident reporting, and access control procedures.
• Supervisors must be available 24/7 to coordinate security operations and respond to incidents promptly.
• The bidder’s team must demonstrate capacity, experience, and compliance with PSIRA standards to ensure effective service delivery.
