Objectives

The tender aims to establish an enabling agreement with a panel of up to 40 contractors for the provision of electrification household connections, including construction related to MV and LV infrastructure, service cables, meters, and extensions above R3 million per project. The overarching goal is to facilitate efficient, compliant, and high-quality delivery of electrification projects within the KwaZulu-Natal Operating Unit, ensuring safety, environmental responsibility, and local content adherence.

Scope

The scope encompasses:

• Construction and installation of MV and LV infrastructure, service cables, meters, and associated components for household connections, schools, and clinics.
• Extensions of high-value projects exceeding R3 million, involving infrastructure upgrades, transformer size increases, and line extensions.
• Site establishment, compliance, and handover procedures, including documentation, testing, and registration via Eskom’s EDA app.
• Provision of related services such as survey, project engineering, and compliance with technical standards.

Technical Requirements

The technical criteria include:

• Provision of certified evidence of compliance with mandatory and functional requirements, including affidavits, certificates, and project experience.
• Demonstration of adequate skills, training, and competencies for MV and LV line construction, cable jointing, and associated activities, supported by affidavits and certification.
• Submission of detailed tools, equipment, and vehicle registers, certified by Commissioners of Oaths, indicating ownership or hire status.
• Compliance with Eskom’s safety, health, and environmental standards, including SHE plans, incident management, and risk assessments.
• Adherence to local content thresholds, with supporting declarations and evidence as per SATS 1286:2011.
• Provision of project experience, demonstrating successful completion of relevant projects with references and certificates.
• Implementation of safety and quality management systems, including SHE files, training, and monitoring procedures.

Skills Requirements

The tender mandates the following skills and competencies:

• Qualified and certified MV and LV line construction personnel, including Linesmen with valid Eskom or EWSETA accreditation and affidavits confirming employment.
• Trained and certified cable jointing and termination technicians, with evidence of completion of relevant modules and certifications.
• Operators of cranes, excavators, and other mobile plant, with valid licenses, certifications, and affidavits of employment.
• Vehicle drivers with valid licenses, hire/hire letters, and vehicle registration certificates, certified by Commissioners of Oaths.
• Skilled supervisors, safety officers, and project managers with appropriate training, registration, and experience in electrical infrastructure projects.
• Provision of at least one trained first-aider per team, certified to Level 2, with relevant medical and safety training certificates.
• Competence in safety procedures, risk assessments, incident management, and environmental compliance, supported by affidavits and certificates.
