Objectives

The primary objective of this tender is to upgrade and modify the HVAC systems at East London Airport, including the replacement of existing air handling units (AHUs), installation of new VRF (Variable Refrigerant Flow) systems, and associated ductwork, piping, and ancillary equipment to ensure efficient climate control, compliance with safety standards, and integration with fire protection systems.

Scope

The scope encompasses:

• Design, supply, delivery, installation, testing, and commissioning of HVAC systems across various airport zones including the main terminal, fire station, ramp handling, control room, car rental building, and other associated areas.
• Replacement of existing AHUs with modern units supporting heating, cooling, and ventilation requirements.
• Installation of VRF systems for individual zones with heat recovery capabilities.
• Provision of ducting, piping, diffusers, grilles, fans, and associated accessories in accordance with approved shop drawings and standards.
• Construction of supporting structures, plinths, fencing, and other builder’s works.
• Implementation of electrical connections, control interfaces, and integration with fire and safety systems.
• Provision of documentation including 'as-built' drawings, operation and maintenance manuals, and warranty support.
• Compliance with health, safety, environmental, and quality standards throughout the project duration.

Technical Requirements

• Execution in accordance with relevant standards including SANS 10400, SANS 10142, ISO, and ASHRAE.
• Use of specified equipment such as Daikin, LG, Mitsubishi, Samsung VRF units, and approved AHUs.
• HVAC systems to be designed for specified cooling capacities, airflow rates, and energy efficiency.
• Piping to be in accordance with SABS 62 medium weight, welded or screwed as per size, with insulation in high-density polystyrene.
• Installation of ductwork with appropriate supports, fire stopping, and insulation, complying with SANS 1238 and SANS 1239.
• Provision of fire-rated diffusers, grilles, and fire dampers as per architectural and safety requirements.
• Integration of HVAC controls with fire detection and alarm systems for safety compliance.
• Adherence to health and safety regulations, including permits, PPE, and site safety protocols.
• Environmental management including waste disposal, spill control, and pollution prevention.

Skills Requirements

• Proven experience in HVAC system design, installation, and commissioning in large-scale commercial or airport environments.
• CIDB contractor grading of 5ME or higher.
• Qualified personnel including certified HVAC technicians, engineers, and safety officers with relevant experience in HVAC upgrades and modifications.
• Capability to prepare detailed shop drawings, installation plans, and 'as-built' documentation.
• Knowledge of relevant standards, safety regulations, and environmental policies.
• Ability to coordinate with multiple trades, including electrical, structural, and fire safety teams.
• Strong project management skills to adhere to timelines, budgets, and quality standards.
• Competence in health and safety management, including risk assessments, permits, and incident reporting.
• Effective communication skills for stakeholder engagement, reporting, and documentation.
