Objectives

The primary objective of the tender is to procure the supply and delivery of topsoil for ash dam rehabilitation at Duvha Power Station over a period of 36 months. The project aims to ensure proper rehabilitation of the ash dam to prevent environmental impacts such as dust generation, and to meet Eskom’s environmental, safety, and quality standards.

Scope

The scope includes:

• Supply and delivery of topsoil material that complies with specified quality standards.
• Topsoil must contain no more than 30% coarse particles and stones not exceeding 250 mm in diameter.
• Provision of material certificates and delivery notes for each batch.
• Adherence to Eskom’s speed limits, delivery times (preferably Monday to Thursday, 07:00-16:00, and Friday 07:00-12:00), and safety rules.
• Participation in meetings such as risk register updates and coordination meetings.
• Compliance with environmental, health, safety, and quality standards, including ISO 9001:2015 and ISO 14001:2015.

Technical Requirements

The technical requirements include:

• Proof of ownership or lease of mining rights for the required quantity of material.
• Site verification by Eskom and signed reports confirming site existence.
• Soil sampling and laboratory analysis by SANAS-accredited laboratories, not older than one month from tender submission.
• Submission of warranty and guarantee letters confirming the quality of supplied topsoil.
• Compliance with Eskom’s environmental policies, safety standards, and ISO 9001:2008 quality management systems.
• Adherence to delivery schedules, safety rules, and environmental procedures.

Skills and Skills Development Requirements

The tenderer must:

• Develop and implement a skills development plan targeting unemployed candidates across South Africa, aligned with Eskom’s transformation and B-BBEE objectives.
• Subcontract at least 20% of the contract value to designated groups, including black-owned enterprises, EME, QSE, or cooperatives.
• Provide evidence of B-BBEE status, either via valid certification or sworn affidavit, depending on company size and revenue.
• Participate in skills development activities, including training of apprentices, artisans, or other critical skills, with targets set for employment creation and skills transfer.
• Ensure compliance with Eskom’s SDL&I (Skills Development, Localisation & Industrialisation) policies, including submission of mandatory documentation within specified timelines.
