Objectives

The primary objectives of the tender are to supply and deliver Livestock Identification and Traceability System (LITS) gadgets to support livestock management in the Eastern Cape. Specifically, the strategy aims to:

• Improve the quality and safety of food of animal origin through strengthened product traceability.
• Curb livestock theft and related insecurity.
• Support breeding and animal exchange programs.
• Contribute to conflict resolution, peace, and reconciliation.
• Assist in the detection and recovery of stolen animals.

Scope

The scope involves the supply and delivery of various LITS gadgets, including ear tags, RFID readers, applicators, branding irons, gas cylinders, and other related equipment. The gadgets must meet specified quality standards, be approved by relevant authorities, and be capable of supporting animal identification, traceability, and security measures. The service provider must also provide samples prior to delivery, ensure timely supply, and replace any damaged or defective items at no extra cost.

The activities include:

• Supplying official ear tags and other gadgets as per specifications.
• Providing demonstration samples of gadgets to the Department’s technical team.
• Delivering gadgets to the designated address within stipulated timelines.
• Ensuring gadgets are of good quality, compliant with standards, and functional upon delivery.

Technical Requirements

The gadgets must adhere to the following technical specifications:

• Ear tags must be approved by the National Department of Agriculture, tamper-proof, indelible, and legible at a minimum distance of 3 meters. They should have at least 95% retention in the first year and be ICAR approved.
• RFID tags and readers must comply with ISO11784 / 11785 standards, with RFID readers capable of storing data for at least 10,000 animals and transmitting data via USB, Bluetooth, GPS, or Wi-Fi interfaces.
• Applicators and other gadgets must be durable, rechargeable, and meet specified standards for application and durability.
• All gadgets must be supplied with manuals, additional pins, chains, and locks as applicable.

Skills and Competence Requirements

The service provider must demonstrate:

• Experience in supplying livestock traceability gadgets and systems.
• Technical expertise in the development and implementation of animal identification systems.
• Ability to provide samples for testing and demonstration to ensure compatibility and functionality.
• Capability to deliver goods within the specified timeframes and replace defective items promptly.
• Compliance with relevant standards and accreditation, such as ISO 9001, and certification for RFID tags and gadgets.
• Provision of documentation proving previous supply of similar gadgets, including certificates or letters from relevant authorities.
