Objectives

The primary objective of this tender is to establish a panel of qualified electrical engineering contractors to provide services for a period of 2 years. The services include electrical infrastructure development, maintenance, and related engineering tasks to support the municipality's infrastructure projects and service delivery needs.

Scope

The scope of work encompasses:

• Electrical engineering services related to infrastructure projects such as electrification of households, street lighting, and high mast lighting.
• Construction, installation, testing, commissioning, and handover of electrical systems including MV and LV equipment, transformers, and distribution lines.
• Preparation of as-built drawings, site supervision, quality assurance, and engagement with stakeholders like Eskom and the Department of Electricity and Energy.
• Provision of technical reports, environmental scoping, risk management, health and safety compliance, and obtaining necessary permits and approvals.
• Participation in meetings, site inspections, and quality audits to ensure standards are met.

Technical Requirements

The technical requirements include:

• Registration with the Construction Industry Development Board (CIDB) at a grading of 3EP to 8EP or higher.
• Provision of management and supervisory staff with relevant experience and qualifications.
• Implementation of health and safety plans compliant with Occupational Health and Safety Act No 85 of 1993 and related regulations.
• Use of materials that meet Eskom specifications and standards such as SABS, ISO, or JASWIC.
• Preparation of detailed methodology, preliminary programs, and monthly expenditure schedules.
• Adherence to environmental management plans and environmental legislation.
• Provision of performance guarantees and insurance cover as specified.
• Use of labour-intensive methods where designated, maximizing local employment opportunities.

Skills and Experience Requirements

The tender stipulates that bidders must demonstrate:

• Company experience with successful completion of at least three electrification projects valued at R4 million or more, or two projects of similar value, or one project exceeding R4 million.
• Key personnel with at least 10 years’ experience in electrification works, including qualified project managers, site agents, and health and safety officers, with detailed CVs and NQF qualifications.
• Proven project experience with references and certificates of completion.
• Management and supervisory staff capable of overseeing technical, safety, and environmental aspects of the projects.
• Capacity to mobilize resources, plant, and equipment, with proof of ownership or hire agreements.
• Knowledge of South African legislation, standards, and best practices for electrical construction and safety.
• Ability to prepare and implement detailed methodologies, work programs, and quality assurance plans.

The successful bidders must possess the technical expertise, relevant experience, and capacity to deliver electrical infrastructure projects in compliance with national standards, safety regulations, and environmental legislation, while maximizing local employment and ensuring quality and timely completion.
