Objectives

The primary objective of this tender is to establish a panel of qualified service providers capable of delivering land and building valuations, as well as plant, equipment, and machinery valuations. The aim is to support the Industrial Development Corporation (IDC) in accurately valuing physical assets across various sectors to facilitate secure financing, shareholder contributions, and compliance with relevant standards.

Scope

The scope encompasses:

• Provision of ad hoc valuation services for land, buildings, plant, equipment, and machinery across multiple sectors including industrial, agricultural, healthcare, leisure, energy, and property types such as mines, quarries, farms, renewable energy facilities, and more.
• Mentorship and skills transfer to Candidate Valuers and Professional Valuers, both on and off-site.
• Preparation of comprehensive valuation reports adhering to International Valuation Standards (IVS) and other relevant frameworks.
• Support for valuation purposes such as shareholder contributions, IFRS compliance, and due diligence.
• Engagement over a period of three years, with services provided on an as-needed basis.

Technical Requirements

The technical requirements include:

• Registration and good standing with relevant professional bodies (e.g., SACPVP, RICS, ASA).
• Relevant experience in valuation services for various property and asset types, with references from recent projects.
• Qualified and experienced valuation team members, with minimum qualifications specified (e.g., National Diploma, Degree, Advanced Diploma).
• Provision of systems, tools, and processes for efficient valuation delivery.
• Adherence to valuation methodologies such as Estimated New Replacement Cost, Depreciated Replacement Value, Open Market Value, Forced Sale Value, and Residual Value.
• Compliance with mandatory technical requirements, including Professional Indemnity Insurance.
• Demonstration of relevant experience through contactable references.
• Provision of detailed project timelines and ability to commence immediately after contract signing.

• Professional registration with recognized valuation bodies.
• Proven experience in valuation of land, buildings, plant, equipment, and machinery across diverse sectors.
