Objectives

The primary objective of this tender is to procure a service provider for the collection of recyclable materials within the Stellenbosch Municipality. The initiative aims to support household-level source separation and recycling, promote a circular economy, create local employment opportunities, and reduce environmental impacts associated with waste disposal.

Scope

The scope includes:

• Provision of household recyclable collection services across designated areas within Stellenbosch.
• Distribution of recycling bags to participating households, schools, and other areas as requested.
• Collection of recyclables on specified days, with particular emphasis on increased capacity on Tuesdays.
• Use of appropriate vehicles, including trucks or refuse compactors, to transport recyclables to the Material Recovery Facility (MRF).
• Implementation of household separation at source and integration with existing municipal waste management systems.
• Provision of protective clothing for workers and compliance with occupational health and safety standards.

Technical Requirements

The technical specifications include:

• Use of roadworthy vehicles, including high-railed trailers (minimum 1.5m high), free of rust, with a fresh coat of paint, and covered with nets during transportation.
• Vehicles must be equipped with at least 4-5 ton capacity, with photographs and license discs submitted as proof.
• Trailers must be in good condition, roadworthy, and capable of quick replacement in case of breakdown.
• Service providers must supply recycling bags and manage their distribution and collection efficiently.
• Adherence to the municipality’s designated collection areas and schedules, with flexibility for additional capacity on Tuesdays.
• Provision of protective clothing to all workers involved in collection activities.
• Compliance with all relevant health, safety, and environmental regulations.

Skills Requirements

The successful bidder must demonstrate:

• Experience in waste collection and recycling services, preferably within municipal contexts.
• Capability to operate and maintain suitable collection vehicles and trailers.
• Ability to implement household source separation and manage distribution of recycling bags.
• Knowledge of occupational health and safety standards applicable to waste collection operations.
• Capacity to provide trained personnel equipped with protective clothing.
• Proven track record of delivering similar services within budget and schedule constraints.
• Compliance with all legal, environmental, and municipal requirements, including tax and B-BBEE regulations.
