Objectives

The primary objective of this tender is to supply, install, and maintain an integrated IP CCTV system at Pholela Community Health Centre (CHC). This includes providing technical training to staff, ensuring system expansion capabilities, and delivering comprehensive maintenance services for a period of 24 months to enhance security and operational efficiency.

Scope

The scope encompasses:

• Supply and installation of IP CCTV cameras and associated equipment at Pholela CHC.
• Design, commissioning, and testing of the CCTV system, including future expansion capabilities.
• Training of Departmental personnel on system operation.
• Provision of comprehensive maintenance, including preventive, corrective, and breakdown repairs, over a 24-month period.
• Electrical, civil, mechanical, and civil works related to system installation, including earthing, bonding, lightning protection, and civil repairs.
• Provision of software, hardware, and network infrastructure compliant with relevant standards.
• Guarantee and warranty services for all installed components.

Technical Requirements

The technical scope includes:

• High-quality IP cameras (bullet, dome, vandal-proof, infrared, with auto-focus and auto-iris lenses).
• Network Video Recorders (NVRs) supporting at least 32 cameras with 24TB storage, capable of 30-day recording.
• Monitors (minimum 32 inches, wall-mounted) with multi-camera display capabilities.
• Network switches with at least 12Gb/s (24-port) or 17Gb/s (48-port) capacity, with 50% spare ports.
• Structured cabling (Cat6e or fiber optic), conduits, cable trays, and proper labeling.
• Redundant power supplies, surge protection, and lightning protection systems.
• Secure software with encryption, user access levels, and remote access capabilities.
• Environmental protections for outdoor equipment (waterproof, dustproof, corrosion-resistant).
• Design for future expansion and integration with other security systems.

Skills Requirements

The project demands:

• Qualified technicians and engineers with proven experience in CCTV and electronic security systems installation and maintenance.
• Personnel with at least 3 years of relevant experience in CCTV system setup, configuration, and software management.
• Competent professionals certified in electrical, civil, and mechanical works related to security system installation.
• Experience in designing, commissioning, and maintaining IP-based security systems compliant with SABS/SANS standards.
• Capability to prepare detailed operation and maintenance manuals, system schematics, and training materials.
• Ability to provide ongoing technical support, troubleshooting, and system upgrades during the maintenance period.
