Objectives

The primary objective of this tender is to augment the water supply for Bela-Bela town and township by utilizing the SASSA borehole and constructing a water treatment package plant (Ward 1). The project aims to reduce water shortages through the development of a reliable water source, employing labor-intensive construction methods, and maximizing local employment and community participation.

Scope

The scope of work includes:

• Utilization of the SASSA borehole as a water source.
• Construction of a water treatment package plant (Ward 1).
• Installation of pipelines, tanks, pumps, valves, and associated infrastructure.
• Construction of pump houses, valve chambers, and steel tanks.
• Implementation of earthworks, trenching, backfilling, and surface reinstatement.
• Provision of electrical and mechanical installations, including pumps, motors, and control systems.
• Compliance with environmental, health, and safety regulations.
• Community participation and employment of local labor, especially targeted groups.

Technical Requirements

The technical requirements encompass:

• Adherence to South African National Standards (SANS) including SABS 1200 series for civil works, earthworks, pipelines, steel tanks, and pumps.
• Design, supply, installation, and testing of water treatment equipment, including reverse osmosis units.
• Construction of pipelines with specified diameters, materials, and jointing methods.
• Installation of steel tanks, pump stations, and associated piping with corrosion protection and proper supports.
• Implementation of site clearance, earthworks, trenching, and reinstatement in accordance with specifications.
• Provision of electrical systems, including transformers, switchgear, and motor-pump sets.
• Development and approval of health and safety plans, including COVID-19 protocols.
• Environmental management and compliance with environmental authorization conditions.
• Preparation of as-built drawings, operation, and maintenance manuals.

Skills and Skills Requirements

The tender stipulates the following skills and personnel requirements:

• Qualified project management and supervision personnel, including Contracts Managers, Site Agents, and Safety Officers, with relevant NQF levels and experience.
• Skilled and semi-skilled workers, including bricklayers, welders, pipe fitters, and plant operators, employed locally and trained on-site.
• Community Liaison Officer to facilitate community engagement, labor participation, and dispute resolution.
• Provision of training for targeted labor, with minimum days of formal training based on employment duration.
• Experience in civil, mechanical, electrical, and water treatment works, supported by CVs, certificates, and references.
• Availability of plant and equipment such as excavators, compactors, TLBs, pumps, tanks, and pipeline materials, with proof of ownership or rental agreements.
• Compliance with occupational health and safety standards, including the appointment of health and safety officers and development of safety plans.
• Ability to implement labor-intensive construction methods and manage local employment targets.
