Objectives

The primary objective of this tender is to replace approximately 16 km of existing asbestos-cement (AC) water pipes in Bela-Bela town, utilizing pipe cracking and trenching methods. The project aims to eliminate health and safety risks associated with AC pipes, improve water supply reliability, and ensure compliance with relevant standards and regulations.

Scope

The scope of work includes:

• Replacement of AC water pipes of various diameters (75mm to 300mm) along specified streets.
• Preparation and planning, including site access, traffic management, and community liaison.
• Supply and installation of uPVC and HDPE pipes using pipe cracking and trenching methods.
• Relocation and safeguarding of existing services and utilities.
• Construction of associated infrastructure such as valve chambers, fire hydrants, and thrust blocks.
• Management of environmental, health, and safety requirements, including compliance with environmental and occupational health and safety regulations.
• Coordination with local authorities and community participation to minimize disruptions.

Technical Requirements

The technical requirements include:

• Adherence to South African Standards (SANS 1200 series) and specifications for civil works, pipelines, and materials.
• Use of approved materials, including HDPE, PVC, and ductile iron pipes, with proper certification and compliance.
• Implementation of labour-intensive construction methods where feasible, with local employment and targeted labour participation.
• Development and submission of detailed construction and safety plans, including environmental management, health and safety, and quality assurance.
• Provision of detailed project programmes, including phased construction schedules and cash flow projections.
• Proper management of site facilities, traffic control, and community liaison to ensure minimal disruption.
• Compliance with all relevant legislation, including the Occupational Health and Safety Act, Environmental Regulations, and Labour Laws.

Skills Requirements

The tender specifies the following skills and personnel requirements:

• Qualified project management personnel, including Contracts Managers with NQF Level 6 or higher in the built environment.
• Experienced site agents and foremen with relevant construction experience and qualifications (NQF Level 4-6).
• Safety officers with NQF Level 6 qualification in health and safety, with relevant experience.
• Skilled plant operators for excavation, trenching, and pipe installation, with valid licenses and competency certification.
• Community Liaison Officers to facilitate community engagement, employment, and training, with experience in social facilitation.
• Labor force comprising local residents, semi-skilled and unskilled workers, trained in labour-intensive construction methods.
• Provision of adequate supervision, quality control, and safety management personnel throughout the project duration.
