Objectives

The primary objective of this tender is to procure hosted datacenter and disaster recovery services for the National Gambling Board (NGB) for a period of twenty-four (24) months. The successful service provider will deliver comprehensive hosting and disaster recovery solutions to ensure data security, availability, and continuity of operations.

Scope

The scope encompasses the provision of:

• Hosting of datacenter infrastructure across at least two provinces within South Africa.
• Disaster recovery as a service (DRaaS) including redundancy, connectivity, and failover capabilities.
• Provision of hardware, software, and network components such as servers, storage, switches, routers, firewalls, and management tools.
• Implementation of security measures, including ISO 27001 certified environment, VPN access with two-factor authentication, and detailed management and reporting.
• Provision of physical infrastructure such as colocation rack space, power feeds, generators, surveillance, and environment controls.
• Compliance with data sovereignty requirements, ensuring all data remains within South Africa.
• Provision of reference letters demonstrating relevant experience, and adherence to technical and legal standards.

Technical Requirements

The technical specifications include:

• Workstations: 6 workstations with VoIP headsets or handsets, with at least 5 days/month usage allowance.
• Networking: 100Mbps Internet breakout with redundancy, managed via switches and routers, with detailed monthly access logs.
• Disaster Recovery Server: Hyper-V & Veeam Backup Server with 50 vCPU, 132GB RAM, 32TB storage, and enterprise licenses.
• Data Storage: NAS storage of 20TB, ISO 27001 certified environment, and environment with B & A power feeds.
• Security: Firewall with FortiAnalyser, detailed access logs, VPN with 2FA for 50 users.
• Physical Infrastructure: Dedicated colocation rack space (8U), power, surveillance, generators, and environment controls.
• Data Sovereignty: All data must remain within South Africa.
• References: Up to three recent (not older than 5 years) reference letters demonstrating similar service provision.

Skills and Experience Requirements

The bidder must demonstrate:

• Proven track record with up to three reference projects involving hosted datacenter and disaster recovery services, including project descriptions and durations.
• Experience in deploying and managing secure, ISO 27001 certified datacenter environments within South Africa.
• Capability to provide hardware, software, network infrastructure, and security solutions as specified.
• Ability to ensure data sovereignty and compliance with relevant legislation and policies.
• Capacity to deliver ongoing management, reporting, and support services.
• Compliance with legal, procurement, and confidentiality requirements, including B-BBEE and HDI participation where applicable.
