Objectives

The primary objective of this tender is to appoint a capable service provider to design, supply, install, test, and commission high mast lighting infrastructure in Ward 2 of Moretele Municipality. The project aims to enhance community safety, improve lighting conditions, and ensure sustainable, compliant, and long-term infrastructure development. The service provider must manage the entire project lifecycle, including obtaining necessary approvals, ensuring environmental and safety compliance, and delivering a durable, high-quality lighting solution aligned with municipal and national standards.

Scope

The scope encompasses the full range of activities required for the installation of high mast lighting, including:

• Site establishment, including fencing and camp facilities.
• Design, procurement, and delivery of high mast structures, luminaires, and associated electrical equipment.
• Construction of foundations, earthworks, and erection of masts.
• Installation of electrical systems, low voltage cabling, distribution boards, and connection to Eskom supply.
• Testing, commissioning, and certification of the installed systems.
• Environmental management, safety measures, and community liaison activities.
• Provision of signboards, site signage, and project documentation including as-built drawings.
• Coordination with local authorities, Eskom, and other stakeholders.

The project also involves adherence to environmental, health, and safety regulations, and the employment of local labor where feasible, with a focus on sustainable and compliant infrastructure delivery.

Technical Requirements

• Design and installation of 30m high conical steel masts with appropriate foundations, complying with SANS 10225 standards.
• Use of LED luminaires (250W and 400W) with specified luminous flux, efficacy, and certification standards (SANS 60598, EMC compliance).
• Galvanized steel masts with corrosion protection, including welding, assembly, and painting to specified standards.
• Electrical systems including low voltage cables, distribution boards, surge protection, and earthing, conforming to SANS 10142 and related standards.
• Provision of hydraulic winches, power tools, and lifting equipment with certification and safety compliance.
• Foundation design based on geotechnical data, with detailed drawings and concrete specifications (minimum 25 MPa, 28-day strength).
• Electrical connection to Eskom’s supply, including application, approval, and compliance with NRS 048 standards.
• Testing, inspection, and certification procedures, including soil resistivity, load testing, and safety compliance certificates.
• Environmental management, including erosion control, waste management, noise, and pollution control measures.
• Health and safety management, including site safety plans, induction, PPE, and compliance with OHSA 1993 and Construction Regulations 2014.

Skills Requirements

• Qualified electrical engineers and technologists with relevant registration (SACPCMP, ECSA).
• Experienced civil and structural engineers for foundation design and mast erection.
• Certified welders and steel fabricators compliant with SANS 10225 and ISO 9001 standards.
• Health and safety officers with SACPCMP registration, capable of developing and monitoring safety plans.
• Project management personnel with experience in infrastructure projects, capable of coordinating design, procurement, construction, and stakeholder engagement.
• Environmental specialists to ensure compliance with environmental management plans and mitigation measures.
• Community liaison officers familiar with local context and able to facilitate employment and social engagement.
• Qualified testing and inspection personnel for soil, concrete, electrical, and safety certifications.
