Objectives

The primary objective of this tender is to construct internal roads and stormwater management infrastructure in Ward 21, Makapanstad, with an emphasis on using local labour and supporting small contractor development. The project aims to improve road infrastructure, manage stormwater effectively, and promote employment and enterprise development within the community.

Scope

The scope of work includes:

• Site clearing, profiling, and earthworks for internal roads
• Construction of layer works, culverts, kerbs, paving, and associated infrastructure
• Installation of stormwater drainage systems, V-drains, and related structures
• Construction of concrete kerbing, channelling, and open drains
• Construction of retaining walls, riprap, and erosion protection works
• Provision of temporary works, traffic accommodation, and site facilities
• Protection of existing services and management of environmental and safety requirements
• Implementation of labour-intensive construction methods and community liaison activities

Technical Requirements

The technical scope includes adherence to:

• Standard COLTO specifications for roadworks and relevant SABS/BS standards
• Design and construction based on approved drawings and specifications
• Use of labour-intensive methods for specified portions of the works, including earthworks, pipe laying, and surfacing
• Compliance with environmental management and health and safety regulations
• Implementation of quality control, testing, and inspection procedures
• Construction within specified timeframes, with detailed construction and programme schedules
• Proper setting out, measurement, and payment procedures as per contract documentation
• Provision of all necessary plant, equipment, and skilled personnel

Skills and Skills Requirements

The tender requires bidders to demonstrate:

• Registration with CIDB at a contractor grading designation of 5CE or higher
• Relevant experience in similar road and stormwater projects, with references and project details
• Qualified key personnel, including a Project Manager, Site Agent, Safety Officer, and qualified engineers or technologists
• Provision of plant and equipment, either owned or leased, with proof of ownership or lease agreements
• Capability to execute labour-intensive construction methods, including skilled supervision and management of local labour
• Experience in managing environmental, health, and safety standards on construction sites
• Ability to coordinate with other contractors, community stakeholders, and local authorities
• Knowledge of applicable legislation, standards, and regulations related to construction, safety, and environmental management
