Objectives

The primary objective of this tender is to facilitate the water reticulation and yard connection works in Ruigtesloot Village, ensuring the provision of reliable, safe, and sustainable water supply infrastructure. The project aims to develop local contractor capacity through small contractor development, promote employment of local labor, and ensure compliance with government and municipal policies on empowerment, health and safety, and environmental management.

Scope

The scope of work includes:

• Site clearance, setting out, and excavation of approximately 66 km of pipeline route.
• Preparation of bedding and compaction, laying of pressure pipes (50mm to 75mm diameter, class 9 and 12), and backfilling with compaction tests.
• Installation of valves, construction of valve chambers, and installation of 372 erf connections including meters.
• Pressure testing of pipelines according to SANS standards.
• Construction of yard connections, including meters and associated fittings.
• Provision for temporary works, traffic accommodation, and liaison with other contractors.
• Implementation of labour-intensive construction methods, with maximum use of local labor.
• Environmental management, health and safety compliance, and community liaison activities.

Technical Requirements

• Adherence to the Standard Specifications, Project Specifications, and Particular Specifications provided in the tender documents.
• Compliance with the General Conditions of Contract (GCC 2025) and Occupational Health and Safety regulations.
• Use of approved materials, plant, and equipment, including testing and inspection of materials and workmanship.
• Implementation of quality control systems, safety plans, and environmental management plans.
• Coordination with other site contractors and community engagement processes.
• Provision of detailed construction programmes, progress monitoring, and reporting.
• Proper management of temporary works, traffic, and site facilities.
• Compliance with labour-intensive construction methods and local employment policies.

Skills and Competency Requirements

• CIDB registration as a Category 7CE or higher contractor, with valid registration and recognition status.
• Proven experience in water reticulation projects, with references and project experience documentation.
• Qualified key personnel including a qualified site agent, project manager, safety officer, surveyor, and relevant technical staff, with CVs and proof of registration.
• Demonstrated capacity to execute labour-intensive construction methods, with experience in managing local labor and community liaison.
• Ability to provide and operate plant and equipment, with proof of ownership or lease agreements.
• Financial capacity evidenced by bank ratings and financial statements, especially for projects exceeding R10 million.
• Compliance with health and safety regulations, including appointment of competent safety officers and submission of safety plans.
• Knowledge of environmental management and community engagement protocols.
• Provision of relevant project experience, references, and track record of successful project delivery.
