Objectives

The primary objective of this tender is to procure suitable office accommodation of 295m² within Trompsburg CBD, Kopanong Local Municipality, that meets the Department of Public Works & Infrastructure’s needs. The project aims to secure a long-term lease with a qualified bidder that provides functional, energy-efficient, and environmentally responsible office space, including parking facilities, support areas, and necessary refurbishments to meet Grade B standards.

Scope

The scope encompasses:

• Leasing of 295m² office space with 10 covered parking bays onsite or in close proximity.
• Property must be located within Trompsburg CBD, Kopanong Local Municipality.
• The building must be upgraded to Grade B, compliant with all relevant regulations, and fully accessible.
• Provision of secure parking, support facilities (e.g., record rooms, toilets, kitchen), and ICT infrastructure.
• Refurbishments, upgrades, and tenant installations necessary for the Department’s operational needs.
• Compliance with environmental, safety, security, and accessibility standards.

Technical Requirements

The technical specifications include:

• Building must meet Grade B standards, with a minimum of 295m² lettable area, fully isolated from other tenants if not owned by the Department.
• Separate entrance and exits for the Department’s exclusive use.
• Construction and finishes compliant with National Building Regulations, Occupational Health & Safety Act, and fire regulations.
• Security features: perimeter fencing (up to 2m high), burglar guards, security gates, security lighting, and optional electrical fencing.
• Record rooms with Category 1 doors, fire dampers, and no external windows; ventilation fitted with fire dampers.
• Office spaces with partition walls, minimum ceiling height of 2.4-2.7m, and accessible passage widths (minimum 1.5m).
• Doors fitted with quality locks, floor coverings durable for at least 10 years, and adequate lighting and power points.
• Toilet facilities: sufficient WC and hand wash basins, including provisions for physically challenged persons.
• ICT infrastructure: network points, trunking, server room, cabling, and professional installation adhering to SITA standards.
• Backup power supply provisions (UPS, generators) if required.
• Environmental considerations: energy-efficient, resource-efficient building design.

Skills and Capabilities Requirements

The bidder must demonstrate:

• Proven experience in providing office leasing solutions, refurbishments, and tenant installations.
• Capability to deliver a Grade B compliant building within the specified timeframe (3-6 months after signing lease).
• Financial stability evidenced by recent financial statements, bank statements, or funding confirmation.
• Compliance with all statutory requirements, including tax clearance, COIDA Good Standing, and SAPOA grading (minimum Grade C).
• Ability to provide security, fire safety, and environmental compliance certificates.
• Experience in ICT infrastructure installation and maintenance according to standards.
• Capacity to manage project timelines, refurbishments, and ongoing maintenance plans.
• Ability to meet environmental sustainability standards and energy efficiency requirements.
