Objectives

The primary objective of this tender is to appoint a service provider capable of developing a comprehensive Corporate Social Investment (CSI) strategy, implementation framework, annual execution plan, and providing ongoing support for the execution of CSI initiatives for the Housing Development Agency (HDA) over a period of 36 months. The project aims to enhance the HDA’s impact, governance, sustainability, and strategic alignment in community outreach and development activities, collectively branded as the HDA Cares Programme.

Scope

The scope of work includes:

• Research-based development of a three-year CSI strategy aligned with governance principles.
• Design of a CSI implementation and governance framework.
• Preparation of a detailed annual CSI execution plan.
• Provision of monitoring, evaluation, and reporting tools for the CSI programme.
• Development of templates, guidelines, and SOPs to strengthen CSI governance and compliance.
• Capacity building and training workshops for HDA personnel involved in CSI activities.
• Execution support for CSI initiatives, including procurement and supply of items such as household goods, renovation services, and equipment.
• Development of a B-BBEE aligned reporting framework to ensure CSI activities contribute to socio-economic development and are measurable for reporting purposes.

The project covers all CSI activities of the organization for 36 months, with strategic components to be completed within the first 6 months of appointment, followed by ongoing execution support.

Technical Requirements

The technical evaluation will consider:

• Company profile demonstrating relevant experience and capacity.
• Team composition with CVs and qualifications of key personnel, including CSI strategists, M&E specialists, and communications experts.
• Portfolio of evidence showcasing previous CSI strategy development and implementation.
• Reference letters from previous clients demonstrating relevant experience.
• Approach and methodology, including implementation plans, workflows, and timelines.

Minimum technical/functionality score of 70% is required to proceed to the next evaluation stage.

Skills Requirements

• Experience in developing and implementing CSI/SED strategies and community upliftment projects.
• Expertise in monitoring and evaluation design, impact measurement, and B-BBEE SED reporting.
• Strong communication skills, including media, public relations, and stakeholder engagement.
• Capacity to facilitate stakeholder consultations, research, and report writing.
• Ability to provide execution support, including procurement and supply chain management for CSI activities.
• Capacity building and training skills for organizational personnel involved in CSI operations.
