Objectives

The primary objective of this tender is to facilitate the safe removal, disposal, transportation, and replacement of asbestos and asbestos-containing materials at various Eskom properties within Gauteng. The aim is to ensure compliance with Eskom's asbestos standards, the Occupational Health and Safety Act, and relevant regulations, thereby safeguarding health, safety, and environmental standards.

Scope

The scope of work includes:

• Provision of supervision, labor, equipment, monitoring, transport, removal, and disposal of asbestos containing materials (ACM).
• Removal of asbestos roofing sheets, fascia boards, barge boards, gutters, ceilings, partition walls, and other ACM linked to buildings.
• Transport of asbestos waste in accordance with standards (32-303, SANS 10228, SANS 10229).
• Disposal at registered hazardous landfill sites in Gauteng, complying with asbestos abatement regulations and environmental laws.
• Provision of safe disposal certificates to Eskom.
• Performing asbestos removal after hours or under controlled conditions to limit exposure.
• Air monitoring during and after removal by approved inspection authorities for clearance purposes.
• Handling asbestos in multiple sites as listed, ensuring compliance with all safety and environmental standards.

Technical Requirements

The technical requirements include:

• Registered contractors with the Department of Employment and Labour for Type 2 or Type 3 asbestos work.
• Provision of valid asbestos contractor registration certificates, SANAS accreditation, and approved inspection authority certificates for air monitoring.
• Use of appropriate PPE, tools, and equipment as per standards and regulations.
• Development of detailed asbestos removal, transportation, and disposal plans aligned with Eskom standards and legal requirements.
• Implementation of asbestos risk assessments, safe work procedures, and control measures.
• Compliance with environmental and health regulations, including waste management and disposal at authorized sites.
• Air monitoring and clearance certification by approved authorities.
• Proper documentation, including asbestos inventories, phase-out plans, and disposal certificates.

Skills and Competency Requirements

The tenderer must demonstrate:

• At least 3 years of relevant experience in asbestos removal, transportation, and disposal projects.
• Registration with the Department of Employment and Labour for Type 2 or Type 3 asbestos work.
• Valid asbestos contractor registration and SANAS accreditation.
• Qualified and competent personnel, including asbestos removal professionals, supervisors, and air monitoring inspectors.
• Provision of detailed asbestos removal and transportation plans, risk assessments, and safe work procedures.
• Availability of appropriate PPE, tools, and equipment for asbestos work.
• Experience in managing asbestos waste in compliance with environmental laws and standards.
• Capability to perform air monitoring and produce clearance certificates through approved inspection authorities.
• Proper documentation and record-keeping for all asbestos-related activities, including inventories, disposal certificates, and safety reports.
