Objectives

The primary objective of this tender is to appoint a qualified service provider to conduct an ICT Audit for the Greater Kokstad Municipality for the 2025/2026 period. The audit aims to assess the effectiveness of ICT governance, infrastructure management, security, and related controls to ensure compliance and improve ICT systems within the municipality.

Scope

The scope of work includes:

• ICT Applications Control Audit covering information technology governance, infrastructure management, ICT system integration, security management, cyber security, data protection, resource management, disaster recovery planning, business continuity, user account management, change management, physical controls, data migration, and contract management.
• Completion of a final audit report based on the scope outlined.
• The service provider must complete the project within 4 weeks upon receipt of the order or appointment letter.

Technical Requirements

The technical requirements specify that the service provider must:

• Demonstrate relevant experience in ICT audits within local government.
• Provide qualified personnel with appropriate certifications and experience.
• Complete the audit within the stipulated timeframe.
• Adhere to the scope of work as detailed in the tender document, including all aspects of ICT controls and security.
• Submit comprehensive reports and documentation as specified.

Skills Requirements

The skills and qualifications required from the service provider include:

• Experience in conducting ICT audits, preferably with local government projects (minimum of 2-4 years).
• Qualified personnel with degrees in IT, ICT, Internal Auditing, or Computer Science.
• Membership in professional bodies such as ISACA or IIA is preferred.
• Ability to produce detailed audit reports and provide recommendations.
• Knowledge of ICT governance frameworks, security protocols, and compliance standards.
