Objectives

The primary objective of this tender is to appoint a panel of qualified service providers responsible for layout, design, branding, printing, supply, and delivery of various printing works on an as-and-when-required basis over a period of 36 months. The aim is to ensure efficient, timely, and quality delivery of printed materials for Dr JS Moroka Local Municipality, supporting its communication and operational needs.

Scope

The scope encompasses:

• Layout, design, and branding of printed materials
• Printing of various items including newsletters, posters, diaries, calendars, brochures, envelopes, certificates, letterheads, comment sheets, notepads, and other promotional and official documents
• Supply and delivery of printed materials to designated municipal offices and sites
• Off-loading and handling of printed materials at delivery points
• Provision of technical support for communication activities
• Provision of infrastructure and resources such as printing equipment, vehicles, and workshop facilities
• Management of sub-contractors, if applicable

Technical Requirements

The technical specifications include:

• Adherence to the scope of work outlined in the tender, including design, printing, and delivery standards
• Provision of high-quality printing in full colour, on specified media (e.g., gloss art paper, gloss/matte finish)
• Use of approved and certified equipment and facilities, including a dedicated workshop or printing warehouse
• Compliance with health, safety, and occupational standards
• Provision of proof of professional indemnity insurance (minimum R500,000) and public liability insurance (minimum R100,000)
• Provision of proof of membership with relevant professional bodies and accreditation
• Availability of key personnel with relevant qualifications and experience, supported by CVs and references
• Provision of infrastructure such as vehicles and equipment necessary for timely delivery
• Compliance with all legislative and municipal requirements, including tax and BBBEE regulations

Skills Requirements

The tenderer must demonstrate:

• Proven experience in graphic design, printing, and related communication services
• Qualified personnel, including a project manager/leader and a designer, with relevant academic and professional credentials
• Relevant previous project experience, with references and evidence of successful delivery of similar work
• Capacity to provide technical support and manage subcontractors if involved
• Ability to meet quality standards and delivery timelines
• Compliance with health, safety, and occupational standards
• Financial stability, evidenced by recent financial statements and banking references
• Knowledge of municipal and legislative requirements, including tax compliance and BBBEE status
