Objectives

The primary objective of the tender is to construct and upgrade the water supply and bulk water reticulation systems for multiple villages, including Ngwenani Themeli, Ngulumbi, Ngovhela, Madamalala, Phindula, Maembeni, and Muledzhi, as part of Phase 2A (Ngulumbi Village). The project aims to improve water infrastructure, including pipelines, reservoirs, pump stations, and associated facilities, ensuring reliable water delivery and system efficiency.

Scope

The scope of work encompasses:

• Construction of approximately 13 km of various diameter pipelines (from 63mm to 200mm uPVC pipes, and steel pipes).
• Installation of reservoirs, including a 1250kl concrete reservoir and associated inlet/outlet structures.
• Construction of valve chambers, manholes, and access structures.
• Provision of pump stations, including pipework, valves, and control systems.
• Implementation of road and river crossings with gabion structures and associated civil works.
• Fencing, signage, and site infrastructure including access roads, fencing, and safety measures.
• Installation of ancillary equipment such as air vents, scour valves, and flow meters.
• Testing, commissioning, and handover of the completed water reticulation system.

Technical Requirements

The technical requirements include:

• Adherence to South African Standards (SABS) and DWAF specifications for pipelines, reservoirs, and fittings.
• Use of approved materials, including galvanized steel, uPVC, and concrete, with proper corrosion protection and lining.
• Proper installation of pipelines with specified bedding, backfilling, and jointing procedures.
• Construction of reservoirs and structures with specified concrete grades, reinforcement, and waterproofing.
• Implementation of appropriate trenching, crossing, and backfilling techniques, including gabion and earthworks.
• Provision of safety, environmental, and health measures as per Occupational Health and Safety Act (OHSA) and related regulations.
• Installation of control valves, flow meters, and instrumentation as per design specifications.
• Testing and commissioning procedures to ensure system integrity, pressure testing, and leak detection.
• Compliance with environmental management and site rehabilitation standards.

Skills Requirements

The tenderer must demonstrate the following skills and qualifications:

• Registered contractors with a minimum CIDB grading of 7CE or higher.
• Experience in water infrastructure projects, including pipeline installation, reservoir construction, and civil works.
• Qualified personnel including project managers, civil engineers, site supervisors, and safety officers with relevant certifications.
• Capability to undertake geotechnical investigations, earthworks, and gabion structures.
• Proficiency in the use of construction equipment, including trenching, pipe laying, and reservoir construction machinery.
• Knowledge of South African standards, environmental regulations, and safety protocols.
• Ability to prepare and submit technical documentation, quality assurance plans, and safety plans.
• Proven track record of completing similar water reticulation and reservoir projects within budget and schedule.
• Capacity to manage subcontractors, suppliers, and site personnel effectively.
