Objectives

The primary objective of this tender is to procure services for the refurbishment of transformers, specifically 20MVA traction transformers and 4.5MVA transformers at various substations, including Koedoespoort infra depot. The work aims to ensure the transformers are operational, safe, and meet specified standards, with an emphasis on quality, safety, environmental management, and compliance with relevant regulations.

Scope

The scope of work includes:

• Refurbishment of multiple transformers at various substations, including Burgerreg, Rant, Greenview, Doornpoort, Greenview, and others.
• Oil filtration, testing, and re-filling according to standards (SANS 555, BBB0349, BBF8190).
• Replacement of bushings, gaskets, breather crystals, and other components as necessary.
• Painting and surface treatment of transformers and associated structures.
• Design responsibilities, including submission and approval of designs by the Project Manager.
• Preparation of technical documentation, safety, environmental, and quality management plans.
• Testing, commissioning, and handover of refurbished transformers.
• Site management, safety, environmental compliance, and coordination with Transnet personnel.

Technical Requirements

• Refurbishment of transformers with oil purification, gasket replacement, and component repairs.
• Oil sampling and testing in SANAS-accredited laboratories before and after refurbishment.
• Replacement of bushings and other electrical components in accordance with standards (SANS 60137, CEE.0229.95, CEE.0045.2002).
• Painting of transformers and associated parts with specified colours and thickness (minimum 125 microns).
• Provision for design, approval, and compliance with Employer’s scope of work.
• Adherence to safety, health, and environmental standards, including risk assessments and method statements.
• Preparation of detailed programmes, quality plans, and safety management plans.
• Implementation of environmental management practices as per SES and PES.
• Provision of all necessary tools, equipment, and resources for the execution of works.

Skills and Competencies Requirements

• Proven experience in transformer refurbishment, oil filtration, and electrical component replacement.
• Qualified personnel with relevant technical and engineering qualifications, including CVs of key staff.
• Capability to perform oil sampling, testing, and analysis in SANAS-accredited laboratories.
• Design and engineering skills for submission and approval of refurbishment plans.
• Strong project management skills, including programme development, progress tracking, and reporting.
• Knowledge of safety, health, and environmental regulations, with qualified safety officers on site.
• Ability to prepare and implement environmental management plans and procedures.
• Effective site supervision, coordination, and communication skills.
• Compliance with legal, safety, and quality standards as specified in tender documentation.
