Objectives

The primary objective of this tender is to appoint a qualified service provider to conduct a comprehensive land audit for Victor Khanye Local Municipality over a period of 12 months. The audit aims to identify land ownership, land use, zoning, illegal occupations, and potential land development opportunities within the municipality.

Scope

The scope of work includes:

• Proclaimed and pending land development applications.
• Flagging, recording, and reporting illegal land occupations/invasions.
• Spatial identification of properties and ownership verification through physical inspections.
• Assessment of land use, zoning, and planning status.
• Identification of land under restitution claims and categorization of land types (private, state, municipal, provincial, traditional).
• Mapping and analysis of land status, ownership boundaries, access roads, and potential land use zoning.
• Verification against GIS data, valuation rolls, and land development frameworks.
• Field surveys, deed searches, and preparation of maps and reports on land status and potential.
• Reporting on municipal properties suitable for disposal or long-term lease.

Technical Requirements

The technical requirements include:

• Conducting a comprehensive land audit covering the entire municipality.
• Physical inspection and verification of land parcels.
• Updating land ownership and property data through deed searches.
• Preparation of detailed maps and analysis reports, including land use, zoning, encroachment, and vacant land mapping.
• Compliance with specified timeframes, with penalties for delays or non-compliance.
• Provision of deliverables such as detailed land audit reports, maps, and recommendations.

Skills Requirements

The successful bidder must demonstrate expertise and experience in the following areas:

• Land auditing and land management for municipalities.
• Experience in conducting land surveys, deed searches, and GIS mapping.
• Proficiency in land use planning, zoning, and property valuation.
• Strong project management skills with the ability to coordinate field surveys, data analysis, and reporting.
• Qualified personnel including:
• Registered Professional Town Planners (with 5+ or 10+ years’ experience)
• Registered Professional Land Surveyors (with 5+ or 10+ years’ experience)
• Registered Professional Valuers or Accredited Valuers (with 5+ or 10+ years’ experience)
• Project Managers with at least 5 years’ experience
