Objectives

The primary objective of this tender is to procure ICT audit services for the Greater Kokstad Municipality for the 2025/2026 period. Scope

The scope includes providing ICT audit services as specified in the corrected functionality assessment criteria. Bidders must demonstrate relevant experience in ICT audits within local government contexts, and the services should cover the evaluation of ICT systems, controls, and compliance as per the municipality’s requirements.

Technical Requirements

• Completion of a minimum of two ICT audits with local government in the past.
• Adherence to the functionality criteria, requiring a minimum score of 60 out of 100 to qualify.
• Provision of detailed CVs and certified proof of qualifications for key personnel.
• Inclusion of relevant experience, certifications (such as CISA and CIA), and membership of professional bodies (e.g., IIA).
• Submission of supporting documents that meet the certification and validity standards specified.

Skills Requirements

The tender emphasizes the need for qualified personnel with specific skills and experience, including:

• Team Leader with at least 10 years of experience, holding an Honours degree in Internal Auditing, B.Com Accounting, CTA, or Computer Science, and certifications such as CISA and CIA.
• Other key personnel with 5-9 years, 2-4 years, and 3-4 years of relevant experience, all possessing similar educational qualifications and certifications.
• Qualified personnel must provide detailed CVs and certified proof of their qualifications, with certifications not older than 6 months.
• Executors must have at least 5 years of relevant experience, with all qualifications certified and valid.
