Objectives

The primary objective of this tender is to construct sanitation facilities at Ludeke Junior Secondary School in the Eastern Cape Province under the Sanitation 60 Programme. The project aims to improve sanitation infrastructure in schools, ensuring safe, hygienic, and sustainable sanitation solutions that meet health and safety standards.

Scope

The scope of work includes:

• Construction of sanitation facilities at Ludeke Junior Secondary School.
• Installation of 5000L rainwater harvesting tanks and ditch drains.
• Site preparation and access arrangements.
• Provision of necessary health and safety measures as per specifications.
• Development of construction and safety plans, including site management and environmental considerations.
• Coordination with local services and ensuring minimal disruption to the school environment.

The scope also encompasses compliance with statutory requirements, health and safety specifications, and environmental management during construction.

Technical Requirements

The technical requirements include:

• Adherence to the scope of work outlined in Part C3, including construction of sanitation units, rainwater tanks, and drainage systems.
• Implementation of health and safety specifications, including safety files, risk assessments, and safety plans.
• Provision of site drawings and site information as per Part C4.
• Compliance with statutory regulations such as Occupational Health and Safety Act, Construction Regulations, and environmental standards.
• Use of approved materials, equipment, and construction methods in accordance with relevant standards and specifications.
• Development of construction implementation plans addressing labor, procurement, and site safety.
• Provision of Certificates of Compliance and relevant documentation for all work performed.

Skills Requirements

The skills and qualifications required for tenderers include:

• Registration with the CIDB at contractor grading designation 4 GB or higher.
• Proven experience in constructing sanitation facilities, drainage, and rainwater harvesting systems.
• Competence in health and safety management, including the preparation of safety files, risk assessments, and safety plans.
• Qualified personnel with at least 5 years’ experience in building works, including project managers, site supervisors, and health and safety officers.
• Ability to demonstrate technical competence through CVs and certificates of key personnel.
• Capacity to manage site logistics, environmental considerations, and community engagement, including participation of local SMMEs and suppliers.
• Compliance with statutory health and safety, environmental, and quality standards.
