Objectives

The primary objective of this tender is to appoint a qualified service provider to conduct a comprehensive skills audit for forty (40) Senior Management Services (SMS) members within the Department of Social Development. The audit aims to assess current skills levels, identify gaps, and inform future development and training initiatives for departmental officials at both provincial and district levels during the 2026/2027 financial year.

Scope

The scope of the project includes:

• Conducting a skills audit for forty (40) SMS members across provincial and district levels.
• Implementing a Monitoring and Evaluation (M&E) framework for the Albertina Sisulu Community Based Initiatives Training Programme.
• Providing detailed reports and recommendations based on the skills audit findings.
• Supporting departmental officials through related professional development activities as specified in the RFQ documentation.

Technical Requirements

The technical requirements for the service provider include:

• Experience in conducting skills audits for senior management or similar levels within government or large organizations.
• Ability to develop and implement a comprehensive skills assessment methodology.
• Capability to facilitate the M&E of community-based initiatives.
• Provision of detailed reporting and analysis on skills gaps and development needs.
• Adherence to the specifications outlined in the RFQ documentation, including forms and minimum standards.

The successful service provider must possess:

• Expertise in human resource development, skills assessment, and organizational development.
• Strong analytical and report-writing skills.
• Experience working with government departments, particularly in social development or related sectors.
