Objectives

The primary objective of this tender is to procure marshal services for a duration of four (4) months to support Transnet Port Terminals at Richards Bay, on an as-and-when-required basis. The aim is to ensure effective security and traffic marshalling services that meet Transnet’s operational needs.

Scope

The scope involves providing marshal services at Transnet Port Terminals, Richards Bay, for a period of four months. The services are to be delivered as required, with bidders expected to understand and adhere to the detailed scope outlined in Annexure A: Scope of Work. The services include traffic marshalling, security management, and related activities necessary for safe and efficient terminal operations.

Technical Requirements

• Provision of qualified marshals with valid PSIRA registration certificates:
  • At least 48 marshals with Grade D or higher certificates.
  • 4 supervisors with Grade B or higher certificates.
• Proof of previous experience in security or traffic marshalling services, demonstrated through reference letters within the last 36 months.
• Operational capacity within a 50 km radius of Transnet Port Terminals, Richards Bay, supported by lease agreements, municipal bills, or rental contracts.
• Compliance with legal, security, and employment regulations, including security clearance for personnel if required.
• Adherence to safety, security, and operational standards specified in the scope of work.

Skills Requirements

• Qualified security personnel with valid PSIRA registration and relevant certificates (Grade D or higher for marshals, Grade B or higher for supervisors).
• Experience in traffic marshalling and security services, evidenced by reference letters and previous client engagements.
• Operational capability to deploy and manage personnel within specified geographic areas.
• Ability to comply with security, legal, and safety protocols as outlined in the tender documentation.
• Proficiency in adhering to Transnet’s policies, procedures, and standards for security and traffic management.
