Objectives

The primary objective of this tender is to supply and deliver carbon-based water treatment chemicals and media, as well as to install and maintain dosing systems for bulk water treatment plants across the City of Cape Town. The contract aims to ensure a sustainable, efficient, and safe water treatment process over a period of 120 months, with a focus on quality, safety, and compliance with relevant standards and regulations.

Scope

The scope includes:

• Supply and delivery of carbon-based chemicals and media, including carbon dioxide in various forms (cylinders, bulk, microbulk).
• Installation, commissioning, and maintenance of dosing systems at multiple water treatment plants (WTPs) across different regions (North and South).
• Provision of technical proposals, including all assumptions and risks, for the installation of external equipment to ensure continuous supply.
• Regular assessment, inspection, and reporting on the operation, maintenance, and safety of the dosing systems and storage facilities.
• Provision of samples, certificates, and compliance documentation for chemicals and equipment.
• Adherence to safety, health, environmental, and quality standards, including ISO 9001.

Technical Requirements

The technical requirements encompass:

• Supply of carbon dioxide in cylinders, bulk, or microbulk systems, with detailed technical proposals, diagrams, and safety measures.
• Installation of external equipment, including manifolds, mixers, telemetry, and control valves, compliant with safety standards (SANS 10142-1:2024, Pressure Equipment Regulations).
• Provision of technical drawings, process flow diagrams, and layout plans approved by registered engineers.
• Regular calibration, inspection, and testing of CO2 and other chemical dosing equipment.
• Sampling, analysis, and certification of chemicals (CO2, PAC, GAC) to meet specified standards (SABS, NSF/ANSI 61, SANS 52903:2020, etc.).
• Implementation of safety and emergency response plans, including leak detection, spill management, and personnel training.
• Monitoring and reporting on chemical quality, storage, and delivery volumes.

Skills and Competency Requirements

The tenderer must demonstrate:

• Relevant experience in supplying and managing chemicals such as carbon dioxide, PAC, and GAC, with evidence of previous contracts and client references.
• Technical expertise in installing, commissioning, and maintaining dosing systems, including detailed CVs and qualifications of technical leads.
• Capability to provide technical proposals, process diagrams, and safety documentation approved by registered engineers.
• Proven ability to supply chemicals in compliance with national and international standards, with Certificates of Analysis and safety data sheets.
• Capacity to manage logistics, including transportation agreements and vehicle fleet suitable for chemical delivery.
• Compliance with occupational health and safety regulations, including safety plans, emergency response, and staff training.
• ISO 9001 certification or equivalent quality management systems.
• Ability to provide samples and certificates for chemicals, and to undertake testing and analysis as required.
• Financial stability and proven track record in large-scale chemical supply and water treatment projects.
