Objectives

The primary objective of this tender is to procure cleaning, hygiene, gardening, and car wash services for the South African Social Security Agency (SASSA) KwaZulu Natal Region. The services are required for a period of twelve (12) months, from 01 September 2026 to 31 August 2027, to ensure effective and efficient delivery of social security grants and maintain a safe, clean, and hygienic environment at SASSA offices and facilities.

Scope

The scope of work includes the following services:

• Provision of cleaning, hygiene, gardening, and car wash services at SASSA KwaZulu Natal offices, including park homes, staff and public toilets.
• Car wash services for all pool vehicles at SASSA offices and mobile units, in a secured car wash facility within a 5 km radius of the offices.
• Additional services such as fumigation/pest control, sanitary consumables, and maintenance of gardens and surrounding areas.

Technical Requirements

The technical requirements encompass:

• Adherence to cleaning standards and schedules, including daily, weekly, monthly, and quarterly tasks for different areas such as floors, walls, toilets, windows, and furniture.
• Provision of all necessary cleaning equipment and consumables, maintained in good order and compliant with occupational health and safety standards.
• Provision of sanitary consumables and installation of sanitary equipment, ensuring no shortages at any time.
• Car wash services including exterior washing, polishing, vacuuming, and tyre cleaning, with services provided weekly and bi-annual polishing/valet.
• Garden maintenance including grass cutting, pruning, weeding, and removal of rubble, with specified frequency.
• Pest control and fumigation services quarterly, with certification provided post-service.
• Compliance with all relevant legislation, safety standards, and SASSA policies.

Skills Requirements

The skills and qualifications required for bidders include:

• Proof of registration with recognized industry bodies such as the Bargaining Council for Contract Cleaning Services Industry (BCCCI) or the National Contract Cleaners Association (NCCA).
• Demonstrated experience in delivering similar cleaning, hygiene, gardening, and car wash services, supported by reference letters and purchase orders with a minimum monetary value of R500,000 per project within the last five years.
• Provision of qualified personnel trained in occupational health and safety, proper cleaning techniques, and equipment handling.
• Ability to supply and maintain all necessary cleaning and gardening equipment, and sanitary consumables, in accordance with industry standards.
• Capacity to manage and supervise staff effectively, ensuring adherence to work schedules, safety protocols, and quality standards.
