Objectives

The primary objective of this tender is to procure the services of a qualified and capable service provider to review and develop occupational qualifications and related part qualifications. This review aims to ensure that the qualifications are aligned with the New Ministerial Determination and SAQA policies, and are appropriately registered on the National Qualifications Framework (NQF). The service provider will be responsible for revising existing occupational certificates and developing new qualifications using the QCTO methodology.

Scope

The scope of work includes the review and development of the following qualifications and related part qualifications:

• Mechanic and related Qualifications - SAQA ID 103272, 103276, 103278
• Qualifications - SAQA ID 103279, 104620, 103280, 103267, 103266
• Related Qualifications - SAQA ID 118729, 118727, 117471, 117475
• Systems Mechanic and related Qualifications - SAQA ID 103098

The review process will involve assessing existing qualifications, aligning them with current policies, and ensuring they are registered correctly on the NQF. The project duration is estimated to be between 18 to 24 months from the date of contract signing.

Technical Requirements

• Adherence to the QCTO methodology, templates, guidelines, and schedules for qualification development and review.
• Development of new qualifications and revision of existing occupational certificates in line with the Ministerial Determination and SAQA policies.
• Provision of a detailed project implementation plan demonstrating capacity to complete the project within the stipulated timeframe.
• Submission of relevant experience and references, particularly in qualification development within the education and training sector.
• Compliance with all specified deliverables, including reports, templates, and registration documentation.

Skills Requirements

• Proven experience in occupational qualification development and review, with a minimum of three years of relevant experience.
• Capability to interpret and apply SAQA policies, the Ministerial Determination, and QCTO guidelines.
• Strong project management skills, including the ability to develop and execute detailed implementation plans.
• Experience in working with national qualification authorities, industry stakeholders, and relevant accreditation bodies.
• Excellent communication skills, with the ability to produce comprehensive reports and documentation.
• Ability to demonstrate capacity to complete the project within the specified timeline (minimum 18 months, maximum 24 months).
