Objectives

The primary objective of this tender is to procure and supply contactors suitable for street lighting applications in accordance with specified standards and requirements. The contactors must ensure safe, reliable, and long-lasting operation (minimum 20 years) in exposed outdoor environments, supporting City Power’s commitment to customer service and road safety.

Scope

This tender covers the supply and delivery of contactors for public lighting, specifically for street lighting systems. The contactors must comply with the specifications outlined in SANS 60947-4-3 and related standards, and be suitable for operation in harsh outdoor conditions including temperature variations, dust, and electrical storms. The scope includes contactors of various ratings (e.g., 40A, 80A, 115A) with specific technical and quality requirements, as well as associated documentation and testing.

Technical Requirements

• Compliance with SANS 60947-4-3 and other relevant standards (IEC 61000-4 series, ISO 9001, ISO 14001, ISO 45001).
• Rated for operation in temperatures from -10°C to +65°C, with de-rating factors applied (k=2.2).
• Electrical specifications:
  • AC3 rated current: minimum 88A (single-phase), with specific ratings for different contactor sizes (e.g., 40A, 80A, 115A).
  • 230V coil voltage with separate terminals for coil connections.
  • Lagging power factor of 0.8.
• Protection against inadvertent contact with live parts (IP rating of at least 2X).
• Durability:
  • Electrical life and mechanical life guarantees as per standards.
  • Type testing by an accredited laboratory.
• Quality Management System aligned with ISO 9001:2015.
• Environmental Management aligned with ISO 14001:2018.
• Health and Safety management in accordance with ISO 45001.
• Documentation:
  • Type test reports, technical brochures, drawings.
  • Complete and signed MBD forms, SARS certificate, B-BBEE certificate, municipal rates statement, CSD number, certified IDs of shareholders/directors.

Skills Requirements

• Proficiency in manufacturing or supplying contactors that meet international and South African standards.
• Ability to perform and provide type testing and routine testing as per specified standards.
• Experience in quality management systems implementation, specifically ISO 9001:2015.
• Knowledge of environmental management practices aligned with ISO 14001:2018.
• Understanding of occupational health and safety standards per ISO 45001.
• Capability to prepare comprehensive technical documentation, test reports, and compliance certificates.
• Competence in providing after-sales support, warranties, and guarantees.
