Objectives

The primary objectives of this tender are to solicit proposals for the surface rehabilitation and level correction of Quebec Taxiway and the resurfacing and base repairs of 21R Runway Threshold at OR Tambo International Airport. The project aims to restore runway and taxiway surfaces to meet safety and operational standards within a three-month period, ensuring minimal disruption to airport operations and compliance with relevant safety, environmental, and quality standards.

Scope

The scope of work includes:

• Surface rehabilitation and level correction of Quebec Taxiway.
• Resurfacing and base repairs of 21R Runway Threshold.
• Preparation, milling, and surfacing activities in a live airport environment, primarily during night hours.
• Protection and relocation of existing services, establishment of site facilities, and compliance with airside safety procedures.
• Development and submission of safety, quality, and environmental management plans.
• Coordination with airport authorities, air traffic control, and other stakeholders to ensure operational safety.

Technical Requirements

The technical requirements encompass:

• Adherence to ACSA Volume 5 specifications for airside works and COTO standards for road and bridge works.
• Preparation and approval of detailed site safety and work method statements.
• Implementation of asphalt mix designs and trials to ensure compliance with specifications.
• Provision of asphalt materials, plant, and equipment by the contractor.
• Compliance with occupational health and safety regulations, including permits for hot works and airside access.
• Environmental management plans to minimize noise, dust, and other nuisances.
• Regular site inspections, quality control, and documentation of work progress.
• Coordination with airport operations to facilitate night-time work and runway closures.

Skills and Competencies Requirements

The tenderer must demonstrate:

• Proven experience in airport runway and taxiway rehabilitation projects, with at least three relevant completed projects, including references and client letters.
• Qualified personnel, including:
• Registered Civil Engineer (ECSA)
• Resident Engineer or Construction Manager (ECSA registered)
• Electrical Engineer (ECSA registered)
• Capability to develop and implement safety, quality, and environmental management plans.
• Ability to coordinate effectively with airport authorities, air traffic control, and other stakeholders.
• Availability of necessary plant, equipment, and materials to execute the project within the stipulated timeframe.
• Compliance with all relevant legal, safety, and environmental regulations, including occupational health and safety acts and airside safety procedures.
• Demonstrated capacity for effective project management, including scheduling, reporting, and site supervision.
