Objectives

The primary objective of this tender is to establish a maintenance contract for the upkeep of 82 elevators and 3 wheelchair stair lifts at O.R. Tambo International Airport and Cargo Building. The goal is to ensure the elevators operate reliably, safely, and in compliance with relevant safety and aviation legislation, while minimizing operating and maintenance costs. The contractor is expected to provide competent maintenance services around the clock, 365 days a year, including public holidays, to maintain system performance and safety standards.

Scope

The scope of work includes:

• Maintenance of 82 elevators and 3 wheelchair stair lifts located on landside and airside areas of the airport.
• Carrying out scheduled preventive maintenance, corrective repairs, inspections, and root cause analyses as per OEM and legislative standards.
• Providing maintenance services in accordance with the specifications, OEM requirements, and applicable legal and safety standards.
• Accessing and working in controlled airport areas, including airside operations, with proper permits and safety procedures.
• Managing spares, tools, and equipment necessary for maintenance activities.
• Adhering to environmental, safety, and security policies, including waste management, hazardous material handling, and site safety protocols.

Technical Requirements

The technical requirements encompass:

• Provision of qualified and experienced personnel, including site managers, lift mechanics, technicians, and support staff, with minimum qualifications and experience as specified.
• Implementation of OEM-recommended maintenance schedules: quarterly, bi-annual, and annual inspections, along with daily checks.
• Adherence to OEM standards, relevant SANS standards, and legislative regulations such as the Occupational Health & Safety Act.
• Use of approved OEM spare parts, with proper procurement procedures respecting OEM warranties and airport safety standards.
• Development and execution of a detailed maintenance plan, including start-up procedures, resource allocation, and scheduling to ensure even distribution of maintenance activities throughout the contract period.
• Implementation of a continuous improvement program, including monitoring of key performance indicators (KPIs), system availability, response times, and defect resolution.
• Proper documentation, record-keeping, and reporting of maintenance activities, incidents, root cause analyses, and compliance with safety and environmental policies.

Skills Requirements

The tender specifies that the contractor's personnel must possess:

• Minimum of 3 years post-qualification experience in elevator maintenance and installation.
• Relevant trade certifications such as Lift Mechanic, Electrical, Mechanical, or equivalent, with management or supervisory certificates where applicable.
• Knowledge of OEM standards, safety procedures, and legislative requirements.
• Competence in fault diagnosis, root cause analysis, and repair of elevator systems, including control systems, hydraulics, and electrical components.
• Ability to develop and adhere to maintenance schedules, safety protocols, and environmental policies.
• Effective communication skills for reporting, documentation, and coordination with airport authorities and stakeholders.
• Familiarity with airport security procedures, permits, and safety regulations related to working in controlled and sensitive areas.
